The Senior Buyer is an advanced journey level position recognized as a technical specialist using initiative and resourcefulness to independently carrying out complex purchasing assignments. As a Senior Buyer, you will coordinate, develop and issue specifications and solicitations (i.e. Requests for Bids, Requests for Proposals). In this role you will act as the lead in negotiating supplier contracts, which may include coordinating internal customer activities, analyzing vendor performance and maintaining liaison relationships. The Senior Buyer also conducts individual studies relating to market conditions trends and purchasing methods. This includes strategically working with clients and the supply community to ensure deliverables are timely and aligned with department goals and objectives.

Under the direction of higher-level procurement staff and management, you will provide training to non-procurement staff on various purchasing techniques and processes and travel to Metropolitan facilities and various other sites to support and promote procurement objectives.
You will make decisions regarding interpreting each procurement assignment, planning of work, and determination of the best methods and techniques to be used. Your additional duties will include analyzing a variety of unusual conditions, problems, or questions, as well as how your work product or service may affect activities or the operation of other organizations.

Required Knowledge: Principles and practices of contract negotiations; public purchasing policies, procedures and applicable laws including prevailing wage requirements; competitive bidding and best value procurement; contract administration; utilization of program presentation tools and the development and application of trend analysis; current office technology and equipment.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS

Education and Experience: Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or Master’s degree from an accredited college or university in a related field and four years of relevant experience; or three years in a MWD Buyer II classification.


Relevant Experience is defined as: Journey level knowledge and experience working with contracts and negotiations; demonstrated experience working with public contracting requests. Experience facilitating the procurement process with emphasis on goods, materials and general services. Interaction with customers and maintenance of client engagement. Experience preparing and administering requests for proposals, competitive bid solicitations.


CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
