The Contracting Services Unit within the Administrative Services Section seeks a highly motivated and dedicated procurement professional(District Temp) to conduct research and analysis in a variety of areas up to and including the preparation of written reports, make presentations such as those included in a pre-submittal conference andlor job walk. The successful candidate will also analyze, prepare, and develop solicitations, contracts, and specifications; monitor project plans, tasks, work breakdown structures, cost estimates, schedule performance deliverables, and resources. Being a team player with dynamic people skills is a must as project teamwork and collaboration with invested stakeholders is required for this position.

This is an advanced journey level position performing Principal Administrative Analyst job duties including leading a team of multi-disciplinary professionals through the solicitation process (Request for Proposal or Request for Qualification). Specific responsibilities include: collaborative development of complex scopes of work, using knowledge of best practices of public agency procurement to write and award highly technical professional service agreements; conducting presentations related to pre-proposal conferences, site visits, and job-walks for Metropolitan staff and solicitation respondents; participating in the evaluation of proposals; writing recommendation to award memos; negotiating terms, conditions and cost, and independently resolving complex contractual issues; conducting contract training to Metropolitan’s internal stakeholders; performing compliance reviews of executed agreements to determine compliance with specified terms and conditions and prepare written reports to establish findings.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in a related field, and eight years of relevant experience; or Master’s degree from an accredited college or university in a related field, and six years of relevant experience; or two years in a MWD Senior Analyst classification.

Relevant Experience is defined as working with complex, highly technical solicitations, including scope of work and evaluation criteria development, experience in contract negotiation, contract administration (including data analysis, invoicing, and contract compliance); demonstrated experience in project management, analyzing data, creating reports, and presenting to management and business partners.


CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
