Within this role you will act as the SCADA technical lead and expert in the design, development, and daily support of Metropolitan's Industrial Control System (ICS) / SCADA communications infrastructure and cybersecurity vulnerability management. Extensive experience with and understanding of the unique requirements of ICS communications and cybersecurity in the SCADA environment is critical.

The Principal Engineering Technician (SCADA) will be responsible for the daily monitoring, isolation and resolution of ICS/SCADA communications issues at water treatment plants and the conveyance and distribution system; remediating cybersecurity vulnerabilities; performing maintenance and enhancing treatment plant and distribution communications systems, implementing vulnerability management and monitoring solutions, and recommending system vulnerability controls to mitigate risks utilizing ICS/SCADA infrastructure best architecture practices and solutions. Qualified applicants will have extensive knowledge of NIST 800-53/800-82 technical security frameworks and DHS defense-in-depth strategies.

Additional responsibilities include:

  • Work with ICS network consultants to ensure the successful design, enhancement, implementation and administration of SCADA LAN and WAN communications technologies.
  • Work with ICS cybersecurity consultants to perform system vulnerability audits and investigations, as well as identify and document SCADA security weaknesses and remediation solutions.
  • Work with SCADA consultants to ensure policies and procedures are implemented as defined in SCADA system upgrade plans.
  • Utilize intrusion detection system (IDS) and system monitoring products to detect SCADA attacks and intrusions and perform event correlation across systems.
  • Provide afterhours and weekend support when required to troubleshoot ICS/SCADA communications issues and/or intrusion detection system alerts.
  • You will also work closely with ICS/SCADA consultants and Project Management team overseeing and participating in the design, proof of concept, and upgrade of Metropolitan’s ICS communications and vulnerability monitoring infrastructure as part of a SCADA upgrade project.

This opening for a Principal Engineering Technician (SCADA) is on the Control System Applications Services Team within the Water Systems Operations Group at Metropolitan’s Headquarters in Los Angeles.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Any combination of education and progressively responsible directly related experience in engineering, construction management, or a related field totaling ten years, of which two years must have been at the Senior Engineering Technician level.


Progressively responsible directly related experience is defined as expert level experience with the following:

  • Experience with cybersecurity technologies and critical infrastructure/industrial control systems (ICS) including SCADA HMI systems, PLCs, RTUs, etc.
  • Experience with securing systems running ICS-related communications protocols (e.g. MODBUS, DNP3, etc.)
  • Experience securing cross-domain IT/OT communications and pathways
  • Experience engineering/developing scripts for Linux and/or Windows environments
  • Experience engineering security solutions for real-time and/or performance-sensitive systems
  • Experience creating Functional Design Specifications and Detailed Design Specifications
  • Experience with technical security frameworks such as NIST 800-53/800-82, ISO 27001, etc.
  • Experience applying whitelisting solutions in ICS environments
  • Experience of system security design process, defense-in-depth, identification, authentication, and authorization, intrusion detection, incident handling, auditing, and security testing


CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.

DESIRABLE QUALIFICATIONS

  1. Experience implementing, managing and deploying Tenable Security Center and Elasticsearch search and analytics engine
  2. Experience implementing, managing and deploying ManageEngine OpManager management software.
  3. Bachelor’s or Master’s degree in Information Systems or Computer Science or another directly related degree
  4. SCADA Security Architect (CSSA) certification, Global Industrial Cyber Security Professional (GICSP) or equivalent
