As a Principal Buyer you will: coordinate, develop and issue complex specifications, solicitations (i.e. Requests for Bids, Requests for Proposals) and - purchases; act as the lead in negotiating supplier contracts, which may include coordinating member agency activities; analyze vendor performance and maintain liaison relationships; oversee monitor and review large and complex solicitations performed by other procurement staff; conduct special studies relating to market conditions trends and purchasing methods.

You will also provide training to other procurement staff under the direction of higher-level management on various purchasing techniques and processes; develop and coordinate multi-jurisdictional cooperative procurements; evaluate sole source procurements and locate suppliers; travel to Metropolitan facilities and various other sites to support and promote procurement objectives; and will prepare and review various management reports for Legal, Audit, and other departments.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS

Education and Experience: Bachelor’s degree from an accredited college or university and six years of increasingly responsible experience, of which two years must have been at the Senior Buyer level.

Relevant Experience is defined as: work experience as a full-time buyer/purchaser of which at least two years were at a senior level; or project or program manager with extensive experience in public procurement practices, policies and procedures.

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS

License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.

DESIREABLE QUALIFICATIONS

  • Experience with automated procurement system (Oracle most desirable)
  • Experience with Government Procurement Regulations
  • Knowledge of Inventory Replenishment Contracts and bidding methodology
  • Knowledge of policies, procedures, and practices related to purchasing and procurement in a large-scale operation.
  • Knowledge of California Public Procurement Regulations
