ENGINEER (SCADA)

JOB INFORMATION
Metropolitanís Control System Applications Services Team within the Water Systems Operations Group, Water Operations and Planning Section, has (1) opening for an Engineer (SCADA) located at Metropolitanís headquarters in Los Angeles, California.

JOB SUMMARY
This Engineer position will have an in depth knowledge of engineering concepts with experience in Electrical, Instrumentation and Control engineering and SCADA as applicable to Water and Waste Water industries to review and revise P&IDs, electrical control schematics, civil and mechanical drawings; design and develop SCADA HMI graphic screens; analyze SCADA data; provide construction and start-up support for small, medium, and large projects; prepare labor and material budget for small to large projects; prepare purchase requisitions for SCADA hardware; and provide support to the field staff and operating staff related to SCADA operation and equipment throughout Metropolitan area of operation.

Additional responsibilities include: Provides technical expertise in control systems to engineering teams, outside consultants and field technicians; Reviews design documents such as specifications, P&IDs, electrical schematics, civil, mechanical, architectural drawings and submittals from contractors; Develops and field tests operator graphic screens on Metropolitanís SCADA system or on PLC HMIs; Coordinates project designs and prepares labor and material budgets for small to large projects; Attends control systems supplier, consultant & contractor meetings to resolve problems; Provides construction support by handling request for information (RFI) from the contractor and reviewing contractor submittals to ensure compliance with the construction specification; Prepares I/O lists and configures I/O points in SCADA database; Monitors and reports on SCADA / Engineering projects design progress; Analyzes and performs SCADA ad-hoc operational data requests; Oversees and performs factory acceptance testing and systems start-up, validating field instruments and SCADA equipment; Participates in Automatic Process Control and Programmable Logic Controller program design and operational documents; Provides SCADA system customer and infrastructure support, troubleshooting, and problem solving; Leads, plans, develops, and integrates SCADA hardware and software, configuration updates, and graphics changes.

JOB DUTIES
GENERAL
1. Leads the planning, coordinating, conducting, and monitoring tests, studies, investigations.
2. Represents Metropolitan within area of responsibility with external entities; may negotiate and resolve issues.
3. Leads and prepares technical documents and reports; prepares and makes presentations.
4. Leads and develops, negotiates and administers contracts and agreements; oversees the work of vendors, consultants and contractors.
5. Leads, plans, coordinates, and conducts projects, including monitoring scope, quality, budget, and schedule.
6. Provides technical expertise within area of responsibility on projects, programs, and issues.
7. Performs special assignments in support of Metropolitan initiatives.
8. Leads and performs technical analyses and provides recommendations to support planning, design, construction, infrastructure reliability and/or operational issues.
9. Leads and prepares and reviews design criteria, plans, specifications, submittals, cost estimates, and budgets.
10. Leads and develops standards, procedures, guidelines, and manuals.
11. May execute mathematical, statistical, and other models.
12. Leads and performs site and construction inspections.
13. May lead or perform emergency response duties.
14. Maintains official records, documents, and data.
15. Acts as Project Manager; plans, coordinates, and conducts projects within area of responsibility, including monitoring scope, quality, budget, and schedule.
16. Performs other related Engineer job duties as required.

SCADA
1. Oversees and performs factory acceptance testing and systems start-up.
2. Leads and prepares Automatic Process Control and Programmable Logic Controller software design and operational documents.
3. Leads and develops Automatic Process Control and Programmable Logic Controller program and simulation routines.
4. Leads and provides SCADA system customer and infrastructure support, troubleshooting, and problem solving.
5. Leads, plans, develops, and integrates SCADA hardware and software, configuration updates, and graphics changes. JOB REQUIREMENTS: EMPLOYMENT STANDARDS
MINIMUM QUALIFICATIONS
Education and Experience: Bachelorís degree from an accredited college or university in a related field (Electrical Engineering) and six years of relevant experience, of which two years must have been at the Associate Engineer level; OR a Masterís degree from an accredited college or university in a related field (Electrical Engineering) and four years of relevant experience, of which two years must have been at the Associate Engineer level.

Relevant experience is defined as a combination of experience in Electrical, Instrumentation and Control engineering and SCADA as applicable to Water and Waste Water industries

General Required Knowledge of: Engineering principles, practices and applications in specific discipline; project management principles and practices; applicable federal, state and local laws, codes and regulations related to area of responsibility; project management; and current office technology and equipment.

SCADA Required Knowledge of: Principles and practices of programming languages and control system design; design and development of real time process control applications; SCADA; Spec and implement SCADA software and hardware.

General Required Skills and Abilities to: Manage projects; analyze and interpret data; organize; engineering and project scheduling software; prepare and deliver presentations; prepare technical reports and correspondence; use independent judgment and exercise discretion; problem solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; lead and train; and operate current office equipment including computers and supporting applications.

Design Required Skills and Ability to: Estimate; use engineering design software.

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
Required at the time of application:
- Valid California Class C Driver License or equivalent that allows you to drive in the course of your employment
- License in good standing as a California Professional Engineer (Electrical Engineering or Control System PE)

Work Schedule: 9/80, Monday through Friday with alternating Fridays off

JOB RELATED SELECTION CRITERIA:
50% Technical knowledge of, and skill/ability to understand & perform:
- Control System hardware and instrumentation installation, configuration and troubleshooting
- Process and equipment control requirements based on P&IDs, Electrical diagrams and system descriptions
- Troubleshoot RTU and PLC systems and I/O components
- Develop SCADA and PLC control graphics and supporting I/O databases
- NEC, NFPA codes and ISA standards guidelines
- Communications devices such as Modems, Radios, Routers, Switches and Firewalls
- Communications protocols such as OPC, DNP3, TCP/IP, MODBUS, PROFIBUS, ControlNet, DeviceNet, EtherNet/IP and CIP
