POSITION OBJECTIVE

The purpose of this position is to assist in the efficient operation of 24/7 Warehousing & Logistics operations by providing oversight and support in all aspects including distribution, logistics, facility management, employee relations, and the safeguarding of inventory stock investments.

 

RESPONSIBILITIES

Plan and direct all warehousing and logistics activities in assigned facilities (to include multiple locations) to control receipt, maintenance, and distribution inventory and 24/7, 365-day-year operation of facilities in support of operating departments in compliance with standard operating procedures. Monitor operations and inventory to identify trends and to improve efficiencies of operation.

Manage equipment errors and issues utilized at the various locations, including the Warehouse Management System Swisslog ASRS (automated storage and retrieval system), vertical lift machines, bar code scanners and printers, and other various pieces used in Metro-North’s warehouses.

Manage compliance with safety programs, certification requirements, and standard operating procedures. Participate in incident investigations, prepare incident reporting and follow up.

Ensure compliance with equipment/vehicle maintenance and repair plans to maximize the life of the Department’s material handling/storage and fleet equipment investment and ensure safety of operators. Manage facility maintenance and repair plans to ensure safe work environment and adequate maintenance and repair. Coordinate required force account work for facility maintenance and repair.

Ensure consistency in application of the TCU Agreement and assist in documenting grievances, claims, and discipline. Manage staffing plans, workforce availability, and budget control ensuring best management practices in compliance with agreement are followed.

Assist in the development of standard operating policy and procedure. Participate in process reviews to identify operating efficiencies. Ensure adherence to standards and controls.

Manage and maintain operating budgets for operations within department objectives.

Monitor use of budgets with Assistant Managers.

 

QUALIFICATIONS

Required Qualifications:

Strong knowledge of Material Management and Warehousing methods and procedures.

Strong verbal and written communication skills.

Strong leadership, administrative, problem solving, analytical and interpersonal skills.

Ability to operate effectively in high pressure situations; must be extremely flexible and be able to adapt to change.

Strong ability to interact with all levels of management and union personnel.

Knowledge of MS Office Suite and/or comparable applications Knowledge of PeopleSoft or comparable inventory control system.

Strong knowledge of safe work practices as they relate to a warehouse environment.

Demonstrated ability to manage a manpower and material budget within budgetary constraints.

Ability to respond to emergencies or other calls 24 hours/7 days a week as required.

Valid Driver’s License.

 

PREFERED QUALIFICATIONS

Knowledge of a computerized material management, warehousing or inventory environment systems including RF barcode technology, and/or Railroad maintenance management operations.

 

REQUIRED EDUCATION/EXPERIENCE

Bachelor’s Degree in business, transportation, or related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.

Minimum five (5) years of experience in material management and/or warehousing.

Minimum three (3) years of experience managing a diverse workforce.

 

SELECTION CRITERIA

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.

 

OTHER INFORMATION

This is a federally regulated position subject to both pre-employment and continuous random toxicological screening.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $97,448.00 or if you hold a position designated as a policy maker.

Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends.   This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.
