The Opportunity:  
The Washington State Department of Transportation (WSDOT) is seeking a highly motivated, tech savvy leader to serve as the next Director of Information Technology. The IT Division (ITD) leverages technology to maximize efficiencies, improve services and provide the best possible return on investment within all facets of the agency, including construction, maintenance, project management and traveler information. WSDOT's ITD responsibilities go well beyond routine. In addition to more than 300 regional locations and terminals, ITD staff support mobile workforce systems, and the Washington State Ferries vessel connectivity, security, ticketing and vehicle reservation systems. In essence, ITD delivers the technology that WSDOT employees need to keep our roads and vessels operating smoothly and safely. 
 
In recent months, WSDOT has launched significant IT projects and more are on the horizon. With considerable endeavors such as modernizing aging core financial systems and replacing the current labor system, the IT Director must be able to effectively manage current infrastructure operations, encourage innovation and growth, and look ahead to future technologies for WSDOT. The IT Director's ability to consistently make high-quality decisions and demonstrate excellent judgment is vital to successfully carrying out the mission of the ITD at WSDOT.   
 
This position will perform the following work:

  • Serve as the subject matter expert to WSDOT management and staff to provide leadership and vision in the development of business solutions supported by reliable system architecture.
  • Manage, direct, mentor and coach a diverse team of over 250 IT Professionals located statewide who develop and deploy technology solutions to support the WSDOT mission.
  • Develop and maintain partnerships with division directors and regional administrators to prioritize and implement technology solutions that support business needs while balancing competing stakeholder interests.
  • Develop long term IT strategies for the efficient utilization of WSDOT's IT resources.
  • Manage program expenditures within limited budget resources.
  • Serve as WSDOT's chief representative to the Office of the Chief Information Officer (OCIO), Technology Services Board, Department of Enterprise Services, other state and local government agencies, and the legislature. 

 
WSDOT is most interested in candidate that meet or exceed the following criteria:

  • Contemporary technical IT knowledge and skills, including successful experience directing implementation of major initiatives and leading enterprise level core system development projects.
  • Senior level IT leadership experience to include managing other managers and/or serving as an IT Director or CIO.
  • Successful experience modeling leadership and performance characteristics that promote professionalism, integrity, accountability, and public service.
  • Project and financial management experience in scheduling, budget tracking, reporting, contracting agreements, and risk management/mitigation.
  • Advanced written and verbal communication skills, including the ability to prepare and deliver high quality presentations and establish and implement a communication plan.
  • Knowledge and understanding of Washington State technology governance policies, standards and guidelines.
  •  Knowledge of the Washington State Legislative process and experience implementing policies and procedures at the state and federal level.
  • A Bachelor's or Advanced Degree in computer science, mathematics, business, or related field and six years of IT management experience. (Additional years of experience may be substituted for education on a year for year basis.)
