ASSOCIATE ENGINEER

The Engineering Services Group, Program Management Section, currently has one (1) opening for an Associate Engineer in the Program Management Unit, Treatment Plant PM Team. This position is located at Metropolitanís Headquarters located in downtown Los Angeles, CA. 

This position is responsible for the project management of multiple capital projects and the coordination of multi-disciplinary teams to complete projects which involve treatment processes, plant upgrades, and equipment rehabilitation at Metropolitanís water treatment plants and other Metropolitan facilities. 

As project manager, the scope of responsibility includes the day-to-day management of project activities from inception to close-out; providing project management leadership and technical input during the conceptual, preliminary design, final design, and construction phases of assigned projects; performing and/or coordinating planning and scoping studies; developing project justifications; obtaining project funding and authorization through the Board letter process; coordinating with internal customers to ensure project goals and objectives are addressed; identifying and coordinating environmental assessments and documentation; developing, monitoring, and controlling project scope, schedules, and budgets; forecasting cash flow for projects; preparing verbal and written status reports on assigned projects; preparing or assisting with the preparation of project management plans, engineering investigations, and preliminary design reports; and performing other initiatives related to project management or new project evaluations, as needed. 

JOB DUTIES 
1. Performs and may lead the planning, coordinating, conducting, and monitoring tests, studies, investigations. 

2. Prepares technical documents and reports; prepares and may make presentations. 

3. Assists with developing and administering contracts and agreements; reviews the work of vendors, consultants and contractors. 

4. Plans and coordinates project tasks within area of responsibility, including monitoring scope, quality, budget, and schedule. 

5. Provides technical expertise within area of responsibility on projects and issues. 

6. Assists on special assignments in support of Metropolitan initiatives. 

7. Performs technical analyses and provides recommendations to support planning, design, construction, infrastructure reliability and/or operational issues. 

8. Prepares and reviews design criteria, plans, specifications, submittals, cost estimates, and budgets. 

9. May execute mathematical, statistical, and other models. 

10. May perform emergency response duties. 

11. Performs other related Engineer job duties as required. 

PROGRAM MANAGEMENT 
1. Participates on interdisciplinary teams assigned to projects; ensures compliance with project and customer requirements. 

2. Development of scope, budgets, and schedules for projects; monitors expenditures, schedules, quality, and reporting. 

3. Forecasts cash flow for projects. 

4. May evaluate contractor claims, assists with negotiating settlements, and provides recommendations to management. 

Work Schedule: Monday ñ Friday (alternate Fridays off) 

MINIMUM QUALIFICATIONS 

Education and Experience: Bachelorís degree from an accredited college or university in a related field and four years of relevant experience, of which two years must have been at the Assistant Engineer II level; or Masterís degree from an accredited college or university in a related field and two years of relevant experience which must have been at the Assistant Engineer II level. 

Related field of study include: Engineering degree in any of the following: Civil, Mechanical, Chemical, Electrical, Environmental, or Structural. 

Relevant experience is defined as: experience in detailed design, construction, or project management of water treatment, wastewater treatment, or similar process facilities. 

Required Knowledge of: Engineering principles, practices and applications in specific discipline; project schedules and budgets; applicable federal, state and local laws, codes and regulations related to area of responsibility; construction means and methods; and current office technology and equipment. 

Required Skills and Abilities to: Analyze and interpret data; organize; utilize project scheduling software; prepare technical reports and correspondence; use independent judgment and exercise discretion; problem solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; estimate and negotiate; and operate current office equipment including computers and supporting applications. 

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS 
Employees in this position may be required to obtain and maintain the following certifications, licensing and registrations: 

Certificates 
ï Engineer in Training (EIT) (Must have at time of application). 

Licenses 
ï Valid California Class C Driver License that allows you to drive in the course of your employment (Must have at time of application).
