O & M TECHNICIAN IV ñ EQUIPMENT OPERATOR

The Metropolitan Water Districtís Water System Operations Group, currently has one (1) opening for an Operations and Maintenance Technician IV ñ Equipment Operator within the Eastern Construction Team located at the Lake Mathews facility in Riverside, CA.

The Operations and Maintenance Technician IV ñ Equipment Operator utilizes journey level skills, experience and knowledge in the practices, procedures, methods, and use of light and heavy equipment operation and transportation of equipment ranging from standard vehicles and multiple axle trucks and trailers to varied types of heavy equipment such as excavators, bulldozers, backhoes, loaders, tractors, dump trucks, water trucks, tanker trucks, and cranes used in the construction, improvement and repair aspects of Metropolitanís large-scale water treatment, distribution, and hydroelectric systems. Skills include the proper and safe use, transportation, and minor maintenance of varied equipment, as well as advanced knowledge of construction techniques associated with heavy equipment used in conjunction with a variety of water, hydroelectric and supporting infrastructure improvement such as maintenance and corrective repair projects.

The O & M Tech IV ñ Equipment Operator will perform general and advanced and techniques of manipulating equipment with constant attention to safety of equipment operation in the maintenance and repair of a wide variety of water utility assets, assemblies, and water related equipment such as large gates, valves, pipelines, structures vaults, drain covers, and similar equipment.

This O & M Tech IV ñ Equipment Operator (Backhoe/Excavator) position will work on projects that include: rough and finish grading, grade checking, road maintenance and grading, large excavations; shoring installation, repair and relocation of large diameter (up to 13 feet in diameter) pipelines, and service connections; installation of concrete-reinforces structures and encasements; construction of buildings and substructures; and heavy construction shoring (heavy beams and steel plates) activities. The successful candidate will be able to read and interpret construction drawings and blueprints and have a working knowledge of using survey instruments including a grading laser. In addition, this position will assist associated work including concrete breaking and building cast-in-lace reinforced concrete structures; placing and tying reinforcing steel and placing and finishing concrete; working inside large diameter pipes in residential streets, and underground substructures.

This position will operate excavators, backhoes, low-bed heavy equipment tractor combinations and transport heavy equipment to and from construction site projects.

JOB DUTIES

1. Performs general and advanced equipment operation as well as related tasks to accomplish Preventive (PMs), Corrective Maintenance (CMs), and improvements related to the rebuilding, repair and maintenance of water conveyance systems, treatment and hydroelectric plants to support operational reliability and system capacity.

2. Performs roadway maintenance such as preparation work, mixing, laying and placing asphalt and concrete. Maintaining and repairing patrol roads, powerlines, and other right-of-ways to ensure access to pipelines, aqueducts, powerlines and communication sites.

3. Performs and/or assists with major improvements, shutdowns, or other CM and PM activities on a variety of construction related projects that ensure asset/equipment life, water and hydroelectric uptime and reliability.

4. Performs erosion control of drain ways through construction, maintenance and repair of V-dykes, culverts, and bridges to maintain right-of-ways for effective access.

5. Recognizes and avoids harming endangered species, and other protected vegetation, as well as weed abatement in compliance with Federal, State and local regulations.

6. Operates light and heavy motorized equipment with constant attention to safety in order to prevent accidents and injuries at worksites.

7. Performs general preventive and corrective maintenance on light and heavy equipment in both shop and field environments to maintain equipment in proper and safe working order.

8. Effectively operates varied power driven equipment such as jackhammers, tampers, or other similarly sized equipment.

9. Operates heavy equipment such as semi-tractor trailers, graders, loaders, low bed and drop deck trailers, dump trucks of varied capacities (10 yards or higher) in accordance with traffic laws and regulations upon public and private right-of-ways.

10. Operates off highway equipment such as graders, loaders, bulldozers, rollers, compactors, excavators, vacuum-trucks, and asphalt distributing trucks and similar equipment safely and effectively.

11. Performs general and advanced equipment operation on construction sites, treatment plants, conveyance and distribution facilities including hydroelectric plants with constant attention to safety as well as economy of operation, including cranes and rigging of various size and capacities.

12. Utilizing related tools and equipment assists in the layout and construction of concrete forms and placement of reinforcing steel, concrete placement and finishing.

Work Schedule: Monday ñ Thursday; 6:00 a.m. - 4:30 p.m.

PHYSICAL DEMANDS/WORK ENVIRONMENT

Expectations of Hours of Service, Emergency and Stand-by Service:
Employees in this position may be required to work off-shift hours and/or stand-by services to address operational needs and emergencies as required. May be required to work extended periods away from the normal reporting location.

Physical Demands:
Heavy tasks may require lifting and carrying items weighing up to 50 pounds, with intermittent need to lift and carry materials and/or equipment weighing up to 100 pounds with assistance. Frequently requires pushing, pulling, turning and positioning parts, assemblies, equipment and tools weighing as much as 100 pounds with assistance. May be required to lift and move heavy items with the assistance of others and with lifting devices such as jacks, hoists and cranes of varied types and capacities. Physical effort includes frequent walking, stooping, bending, reaching, standing, kneeling, and sitting for long periods of time. At times may be required to use respiratory filtration devices and other personal protective equipment (PPE).

Work Environment:
Work is performed indoors and outdoors at large pumping, treatment, hydroelectric plants or control facilities or other assets under all types of conditions, including extreme temperatures, open and confined spaces ranging from crawl spaces to sub-structures as well as varied types of terrains. Job tasks may require working from heights and functioning from lifts, hoists, scaffolds, man basket, bucket trucks and cranes over surfaces ranging from earthen materials to concrete, steel and water. Work activity may be conducted in close proximity to exposed, electrically energized equipment including high voltage systems. The work environment frequently involves exposure to equipment and tools producing high levels of noise, as well as potentially dangerous materials and chemicals that require careful adherence to extensive safety precautions, rules and regulations.
JOB REQUIREMENTS: MINIMUM QUALIFICATIONS
High school diploma or High school certificate of equivalency in addition to a minimum of 6 years in a heavy construction equipment operation position (Excavator/Backhoe) OR

High school diploma or High school certificate of equivalency and attainment of journey level skills through a recognized equipment operator trade training program and/or applicable related experience within an industrial environment.

Experience and knowledge as demonstrated by journey level practical application of techniques and practices specific to heavy equipment operations. Skills necessary include effective, legal and safe operation of a variety of motorized equipment including light and heavy construction equipment. Also requires journey level skills in preventive and corrective maintenance practices related to general construction that are normally associated with equipment operation, and are generally obtained through applicable training and experience.

Required Knowledge of: The safe practices, tools and techniques related to the operation of light and heavy equipment and associated construction methods for the repair and improvement of water distribution, treatment and hydroelectric assets and equipment, ability to understand, read and interpret blueprints, schematics and drawings of assets, equipment, and parts necessary to effectively operate equipment, perform minor repairs on light and heavy equipment and/or component parts, inspecting a construction site in preparation for equipment operation to ensure adequate clearances such as underground service alerts, safety aspects, and to communicate any potential unsafe situations to other employees and supervisors, Federal, State and local codes and other regulations pertaining to the Endangered Species Act and similar regulations, and experience of the working characteristics of varied light and heavy equipment necessary to safely and effectively operate equipment in varied operating situations, and safety practices and regulations for operating mechanical and electrical equipment.

Required Skills and Abilities to: Interpret complex instructions, manuals, operating and maintenance procedures and specifications related to light and heavy equipment and related construction activities, and apply and guide others in adhering to safety practices and regulations for operating light and heavy construction equipment.

Employees in this position are required to obtain and maintain the following certifications, licensing and registrations:

ïValid Driverís license from state of residency equivalent to a California Class A, with tanker endorsements required at time of application.
