ODOT Region 1 has an opening for an area manager (AM) in Portland. The AM is the central figure in managing and leading the complete life cycles of transportation projects. This includes:
* Providing oversight and direction for transportation related projects ns, from funding approval to construction completion
* Supervising and mentoring construction project managers, project leaders, and consultant project managers who themselves supervise or lead teams of technical and/or engineering staff.
* Ensuring that we maintain appropriate communication and collaboration internally and externally throughout the selection, development, and construction of projects within the area.
As the person with overall accountability for keeping projects on track and moving forward, the AM ensures that issues are worked quickly and completely to resolution and that the appropriate technical and engineering decision­ makers are involved in the process.
This position is key to determining policies and procedures, program priorities, and the use of resources that are required to carry out the goals and objectives mandated by law and the priorities determined by the Legislature, governor, ODOT director and Oregon Transportation Commission.

Duties & Responsibilities:

* Ensure design and construction of assigned projects is delivered within approved scope, schedule, and budget.
* Determine priorities within the area's project development and construction programs.
* Ensure contract administration and management duties are completed appropriately for all state, federal, and local agency Oregon Transportation Commission contracts within their area.
* Review time adjustments, cost overruns, change orders for authorized items, contractor claims, and personal service contracts for approval..
* Recruit, select, supervise, mentor, and coach construction project managers, consultant project managers, project leaders, and administrative staff.
* Identify planning and maintenance issues within the area that require integration into projects.
* Serve in a lead role to assist the Region Project Delivery manager in developing strategies that coordinate various project delivery efforts, ensure consistency among products, and mitigate organizational risks.
* Collaborate with the Region Project Delivery manager to ensure that appropriate transitions occur between planning, project development, design and construction, and maintenance occur smoothly.
* Ensure design and construction project teams are staffed.
* Direct the preparation and administration of the biennial and annual budget requests for the agency within respective area.
* Develop annual business plans and coordinate contracts.
* Represent ODOT on various teams, commissions, and other stakeholder groups.
* Serve as the primary external contact for ODOT within area.
* Establish and support the business line strategic direction.

JOB REQUIREMENTS: Qualifications, Required & Requested Skills:
Minimum Qualifications

Four (4) yearsof management experience in a public or private organization which included responsibility for each of the following:

a) Development of program rules and policies.
b) Development of long- and short-range goals and plans.
c) Program evaluation. AND
d) Budget preparation.

OR

Three (3) yearsof management experience in a public or private organization which included responsibility for each of the following:

a) Development of program rules and policies.
b) Development of long- and short-range goals and plans.
c) Program evaluation. AND
d) Budget preparation,AND45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

* Ability to oversee several complex projects/issues at the same time and resolve conflicts between stakeholders with different perspectives.

Working Conditions: * Primarily an office environment with extensive and varied use of a personal computer.
* Long hours may be required, including some evening meetings.
* Workload has competing demands, tight time schedules, ongoing community involvement commitments, and simultaneous projects with overlapping deadlines.
* Requires frequent contact with elected and local officials, various media, stakeholders with competing demands/agendas, and the public in conditions that may be stressful, emotionally charged, or hostile.
* Periodic work outdoors at project sites is required with potential exposure to hazards of traffic, construction equipment, and working in inclement weather conditions.
* At project sites, may need to walk on rough terrain and stoop or bend around structures or equipment.
* May be required to work 20 feet or more above ground/water.
* Regular travel within the area and region is expected, and at least monthly statewide travel is required.
* As requested, make presentations to and leads discussions with the highest-level decision bodies. Often these are situations where there are very diverse opinions and some of the issues are very complex and controversial.
