Job Description:

Harris Inc. is looking for a Senior Security Manager (SSM) who is experienced in implementing security policy and procedures to ensure compliance with the National Industrial Security Program and other government security regulations. The SSM will provide support for all security actions and serve as the liaison with US Government Department of Defense (DoD) and   IC counterparts, conduct security briefings and debriefings, monitor classified controlled areas, support site classified visits, off-site SCI meetings, prepare and review documentation, to include System Security Plans (SSPs), Certification and Accreditations (C&A) packages, receive and prepare   DD254s for subcontractors and perform periodic self-inspections. The SSM will be expected to perform and delegate daily Personnel, Facility, IS and Operational tasks, and interface with Executive staff as needed to provide all security related activities for the Electronic Systems segment Wireless Solution business unit.

Responsibilities:

  • Ensure compliance with NISPOM, DCIDs, ICDs, JAFAN, Federal security regulations and company security policies and procedures to ensure the efficient operation of the Business Units Security Program.
  • Advise Engineering, Program, and Senior Management and staff in the interpretation of security policies and the development of plans and procedures to meet customer security requirements.
  • Must be knowledgeable and competent to assess and provide accurate security measures and input for bids/ proposals and manage contractual security responsibilities to include flow down to subcontractors encompassing management of DD Form 254s.
  • Provide daily guidance and supervision for subordinates to include training and development, disciplinary actions, and related managerial personnel responsibilities.  
  • Act in advisory capacity and support all operations to include other business   segments and corporate headquarters.
  • Establish and maintain trusted working relations with regulating authorities, customers, and business partners.
  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Develop and implement effective security training and education, to include initial, refresher and continuing education programs, Operational Security (OPSEC), Insider Threat programs and Foreign Travel programs, Standard Practice Procedures (SPP), and Standard Operating Procedures (SOP).
  • Develop and implement security documentation including program protection plans, system security and accreditation plans and managed access plans.
  • Have experience with the classification management process and classification guides associated with DoD and IC information.
  • All other Security duties required to manage a successful Security Program that provides excellent Customer Support and Security Services to all internal and external customers. 

Qualifications Required (Skills):

  • Active TS/SCI Security Clearance with PG.
  • BA/BS Degree; or equivalent.
  • 15 plus years of experience as a Cleared Defense Contractor working in corporate and government environments as a FSO/CSSO.
  • 5 Years’ experience leading a team of employees, including at offsite facility locations.
  • Candidate should have excellent judgement and decision-making skills.
  • Must be organized and efficient at time management.
  • Develop and execute program protection strategies for existing programs, developing programs, or new concepts.
  • Experience supporting classified proposal development and execution.
  • Ability to display tact, discretion and diplomacy in dealing with all levels of employees.
  • Excellent communication skills speaking, writing skills and organizational skills enabling effective communications.  
  • Extensive knowledge of industrial security administration, contracts, and government databases that include, but are not limited to: Joint Personnel Adjudication System. (JPAS), Electronic Questionnaire for Investigations (e-QIP), Industrial Security Facilities Database (ISFD), Electronic Facilities Database (EFD), etc.
  • Management experience interpreting and authoring DD254s, Security Classification Guides, and other areas of security-related contract management.
  • Must effectively communicate verbally and in writing to internal and external customers and able to offer experienced guidance to executive staff and subcontractors.
  • Management experience leading and conducting internal audits, participating in Government assessments and inspections, investigating and mitigating areas of risk or non-compliance, pre-employment employee vetting, and security-relevant RFP review and proposal writing.
  • Certificate of Completion from the DSS Academy FSO Course.
  • Must have strong knowledge of NISPOM, NISPOM Chapter 8 and other DoD and IC security compliance documents.
  • Knowledgeable on requirements for CI and Insider Threat programs. 

General Education/Years of Experience:

  • BS or equivalent; min 15 years’ experience with 5 years manager experience.

Travel/Telework:

  • Travel requirement is approximately 20%; No telework.

Security Clearance Level:

  • Top Secret – SCI with Poly
