Job Description: 

The Mission Networks Business Unit under the Electronic Systems Business Segment primarily supports the FAA by providing air traffic management systems, products and services that improve operations safety and efficiency.  The business designs, implements, and operates large, complex networks supporting air traffic management and mission critical communications; develops voice communications systems; and develops air traffic movement and information systems. 

Primary responsibilities of the System Integration and Test (SI&T) Engineering Manager include the functional management of the SI&T Department for Harris’ Mission Networks Business Unit in Melbourne, FL. This position is focused on leading a team of SI&T engineers in support of pursuits, proposals, IRAD projects, and programs. 

The Engineering Manager is responsible for leading an organization of approximately 100 engineering employees, and providing SI&T leadership and support for the Mission Networks Business Unit portfolio. The Engineer Manager will support the Mission Networks Business Unit in the areas of planning, staffing and execution of tasking on proposals, IRAD projects, and programs. The Engineering Manager will also provide coaching and leadership development for a direct staff of Group Leaders as well as for the entire department.  Other responsibilities include: 

  • Provides leadership, management, direction, and technical oversight for the SI&T engineering department.
  • Serves as a mentor in guiding the development and growth of engineering staff, encouraging application of test engineering best practices; fostering a proactive attitude and encouraging innovation; and reinforcing contributions and commitment in line with Harris’ corporate values.
  • Maintains proper staffing levels and expertise in order to meet business objectives through the effective planning and execution of projects, pursuits, and programs.
  • Works with Business Development, Program Management, and BU Leadership to provide input for Strategic Planning, Research. and  Development Planning, and Inter-Corporation Resource Sharing.
  • Exerts influence in the development of overall objectives and long-range goals of the organization.
  • Supports technical and cost development of proposals, with technical guidance, resource planning, and technical and cost review.
  • Establishes operating policies and procedures that affect subordinate organizational units. Interprets, executes, and recommends modifications to organizational policies.
  • Executes functional requirements of staffing, training, talent development, engagement, retention, performance management, and overall management of the department.
  • Develops and conducts work programs in accordance with the company's policies, priorities, and budget constraints.
  • Manages and/or develops budgets for functions or departments including operating requirements and equipment and material purchases.  Meets engineering organization Annual Operating Plan (AOP) budget.
  • This position reports directly to the Mission Networks Director of Engineering.

Qualifications: 

  • Bachelor's degree in engineering or a related technical field.
  • Leading/managing technical inter-disciplinary project teams and programs supervisor or management experience.
  • Minimum of 15 years related SI&T experience, including development of test plans, procedures, and test reports; integration and test conduct; and use of data collection and analysis tools.

 

 Preferred Additional Skills: 

  • Advanced degree is a plus.
  • Demonstrated ability to deliver and sustain measurable results.
  • Ability to coach, mentor and build relationships with staff and internal/external organizations.
  • Ability to clearly and succinctly convey information and ideas, including strong executive communication and presentation skills.
  • Familiarity with FAA Air Traffic Management Systems and NextGen initiatives.
  • Experience in the application of I&T engineering standards and best practices, and experience in the application of I&T engineering within a development organization.
