The Metropolitan Water District of Southern California is a consortium of twenty six cities and water districts that provides drinking water to nearly 19 million people in Southern California. Metropolitan's mission is to provide its service area with adequate and reliable supplies of high quality water to meet current and future needs in an environmentally and economically responsible way. Metropolitan's power facilities include the 242-mile Colorado River Aqueduct with a load of 300 Megawatts (MW) and 305 miles of 230 kV transmission lines, long-term interconnection and wholesale energy agreements, including federal energy from the Hoover and Parker Dams, and 16 hydroelectric power plants with a combined capacity of 131 MW.
The Water System Operations Group currently has one (1) opening for a Senior Resource Specialist in the Power Operations and Planning Section.
As a Senior Resource Specialist (Power & Transmission) you will be responsible for many aspects of Metropolitan's power activities. These activities include the investigation and analysis of complex technical, regulatory and operational issues and situations, including developing spreadsheets and procedures and implementing approved solutions that involve power planning and operations. Functions will include performing system analyses using sophisticated and complex computer modeling programs of power systems, creating technical reports and operating plans. You will also review changing program requirements and develop recommended responses or actions for national electric reliability standards and requirements.
Your other responsibilities will include, but are not limited to, the following: analyze, monitor and assure compliance with national electric reliability standards; perform, coordinate, facilitate and review short- and long-term power system planning activities, analyze and monitor the actions of regulatory agencies such as FERC, NERC, WECC, CAISO, CPUC, CEC, CARB, SCAMQ, etc.; develop and utilize spreadsheets to analyze complex power issues and validate power changes with outside agencies; analyze, negotiate and administer energy, interconnection, transmission and generation contracts; present, advocate and protect Metropolitan's interests at energy industry and regulatory meetings.
The functions of this classification include, but are not limited to:
* Oversee all activities related to area of expertise, including development and monitoring of budgets and oversight of consultants to ensure that responsibilities are accomplished efficiently, that results meet all Metropolitan and external standards for quality, technical integrity, and compliance with applicable policies, rules, regulations, and laws.
* Prepare and administer contract agreements for resource studies with specialized consultants to augment Metropolitan's knowledge in non-routine, scientific matters.
* Analyze state and federal legislation related to area of expertise to develop alternative responses; advise management on ways to enhance the achievement of Metropolitan's strategic objectives for resource development.
* Provide technical support to other employees within the division and Metropolitan and to the external representatives to ensure that actions taken by others are in compliance with objectives, guidelines, and policies related to area of expertise.
* Develop or assist in the development of computer modeling tools to conduct forecasting analyses, develop pricing scenarios, analyze capital improvement options, and evaluate other related plans and objectives to ensure that the information necessary for determining strategic directions related to resource planning is available to Metropolitan management.
* May supervise staff, including selecting employees, assigning work, providing training and development, evaluating performance, and building a motivated, effective team to ensure that organizational goals for diversity, career development, productivity, performance management, and employee involvement are met.
* Make presentations at professional conferences and trade organizations in order to communicate Metropolitan activities in area of responsibility.
* Perform other related duties as required.
Work Schedule: 9/80 (Alternate Fridays Off)

JOB REQUIREMENTS: MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university, majoring in Business Administration, Economics, Environmental Sciences, Urban Planning, Geology, Geography, Hydrology, or other directly related field, AND 8 years of progressively responsible experience in policy development, project management, resource negotiations, and development and implementation of solutions to complex problems related to power resources.
License required: Valid California Class C Driver's License or equivalent from your state of residency is required at time of application.

DESIRABLE QUALIFICATIONS
* Experience with the power industry; and transmission planning and mitigation of adverse impacts
* Experience with energy issues, policies, regulations, and modeling tools
* Knowledge of local, regional and national energy entities and respective responsibilities
* Experience managing complex projects involving electrical transmission planning, generation and transmission modifications, mitigation options with outside agencies and authorities, and reliability standards

* Travel to various and remote sites within Metropolitan's service area or other areas as required
* Assist in negotiating with representatives of external agencies to secure and manage agreements having significant impact on the organization
