Duties

This Operations Research Analyst position is located in the Test and Evaluation Division, within the Office of Acquisition Program Management (OAPM), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will serve as a technical expert providing advice and guidance in developing procedures and equipment to perform the required work. Additionally, you will serve as a Lead System Evaluator, Operational Test Director, TSIF Test Lead, Acceptance Test Lead, or a Program Management Test and Evaluation Lead/Liaison responsible for overseeing the activities of support personnel for designated test and configuaration management activities including those supporting major security technology procurement activities. Typical duties include but are not limited to:

  • Serving as a Test Lead overseeing a portfolio of test and evaluation projects including those supporting major security technology procurement activities.
  • Developing test strategies, techniques, and test plans (including test scripts) to confirm security technology compliance with specification requirements including applicable DHS and NIST cyber regulations and requirements.
  • Serving as a chair for data authentication groups consisting of multidisciplinary teams established to ensure the data obtained during testing is complete, accurate, consistent and representative of event activities.
  • Support efforts associated with establishing initial configuration baselines for systems entering the test program and supporting change management of existing systems including assembling and verifying configuration item documentation. As a systems engineer, perform critical functions analyses and gap analyses to ensure that the proposed Configuration Items (CIs) adequately reflect those elements of (hardware, software, firmware) that are critical to the system performance against the technical, functional, and operational requirements that will be verified by the test program. Support conduct of configuration audits for all systems (both new entry and legacy systems) entering formal testing.
  • Serving as a chair for working groups and Integrated Project Teams (IPTs) such as the System Evaluation Teams established to evaluate systems or capabilities effectiveness and suitability subject to the acquisition review process as described in the Department of Homeland Security Acquisition Directive 102.
  • Managing contract support resources, field/laboratory activities, and coordinating with other government and industry stakeholders involved in the development and implementation of tests (e.g. test plan, integrated test schedule, test procedures, test reports, site coordination) ensuring test program completion.
  • Resolving problems in support of the test program, significant events, and milestones by anticipating major issues, developing mitigation strategies and coordinating resources to enact resolution.
  • Identifying and assessing relative risk of shortfalls between current test capabilities and future needs.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band I) performs the same duties but will receive more guidance and projects or work assignments may be less complex.

Qualifications

Basic Requirements for all Operations Research Positions:

Basic Education Requirements: This position requires a degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 semester hours of the 24 semester hours must have been in calculus. You MUST provide transcript(s) or documentation with your application to verify that you meet the above basic requirements.

All materials must be submitted by the vacancy announcement closing date. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

In addition to the basic requirements, to qualify for the SV-I Pay Band, (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the expert knowledge, skills and abilities required to successfully perform the duties of the position. Specialized experience is defined as applying operations research, or mathematical knowledge and techniques to solve problems related to operational testing, evaluation, modeling and simulation; identifying, recommending, and implementing strategies for technology testing in either laboratory or operational environments; and conducting studies to evaluate security technologies, processes, and policies for developing test methodologies for assessing system effectiveness and suitability.

In addition to the basic requirements, to qualify for the SV-J Pay Band, (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the expert knowledge, skills and abilities required to successfully perform the duties of the position. Specialized experience is defined as applying operations research or mathematical knowledge and techniques to solve problems related to operational testing and evaluation, modeling and simulation; planning, coordinating, and conducting projects and studies; and experience providing advice, guidance, and presenting briefings of analysis.
