MWD is the largest distributor of treated drinking water in the United States, with four of its treatment plants ranking among the top ten largest in the world. MWD is a regional wholesaler that delivers water to 26 member agencies - 14 cities, 11 municipal water districts, and 1 county water authority - which in turn provides water to more than 19 million people in Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Ventura Counties. Currently, MWD delivers an average of 1.5 billion gallons of water per day to a 5,200-square-mile service area. MWD is governed by a 38-member Board of Directors that consists of their respective member agencies; ensuring each member agency is represented is part of the governance of MWD. MWD owns and operates an extensive water system including the Colorado River Aqueduct, 16 hydroelectric facilities, 9 reservoirs, 819 miles of large-scale pipes and 5 water treatment plants which facilitates supply of safe and reliable water to the more than 300 cities and unincorporated areas in Southern California. The District imports water from the Feather River in Northern California and the Colorado River to supplement local suppliers. MWD also helps its member agencies develop water recycling storage methods and collaborates with other local resource programs to provide additional supplies and conservation initiatives to reduce regional demands.

The Metropolitan Water District of Southern California (MWD), is conducting a national recruitment for the first ever Information Technology Group Manager - Chief Technology Officer. The senior-level executive will provide technology solutions to MWD under the direction of the Assistant General Manager/Chief Administrative Officer (CAO). This is an exciting opportunity with a variety of challenges for an experienced technology leader to enhance an effective IT organization. Responsibilities include Information Technology project management, client services, quality assurance and control, disaster recovery, information security, and managing, planning, and directing MWD's Information Technology Infrastructure (including all telecommunications), and applications (including geographical information systems and control systems) to meet the operational technological needs of the organization. MWD is seeking an innovative individual who is results-driven with well-grounded ethical decision-making principles, political sensibility, and superior interpersonal, public speaking and communication skills.

JOB REQUIREMENTS: Current Challenges and Priorities
The core business of the Information Technology Group is to work collaboratively with customers to deliver information technology services, and solutions in the areas of: Enterprise and business applications, engineering and water system operations applications, mobile/wireless computing, telecommunications, network services, information security and personal computing. Among the current challenges and priorities included in the Information Technology Detailed Business Plan for FY2016-2017 are the following top six objectives (the detailed Technology Business Plan is available as a supplemental document on the Ralph Andersen & Associates' website):
* Objective #1: Update Information Technology Strategic Plan to support MWD's mission and programs;
* Objective #2: Upgrade and refurbish Information Technology applications and infrastructure to ensure system reliability and performance levels meet customer service needs;
* Objective #3: Implement innovative solutions for customers that will positively impact their business operations through improved quality, speed, simplicity, and efficiency;
* Objective #4: Deploy security technologies to properly balance and enhance MWD's cyber security position;
* Objective #5: Simplify access to business information; and
* Objective #6: Implement Information Technology's comprehensive workforce succession planning and employee development programs.
The Position
This position is a key member of MWD's Executive Leadership Team and provides day-to-day management for the newly established Information Technology Group. The Information Technology Group Manager will manage a current staff of approximately 120 full-time employees and the adopted FY 2017 operating budget of over $31 million.
This Information Technology Group Manager will be a self-starting, innovative, and forward-thinking change agent with the full authority to build an effective IT organization. Based upon the Strategic Technology Plan, the Information Technology Group Manager will be directly responsible for consistently organizing resources to successfully implement short-term improvements, while managing day-to-day operational challenges to achieve the long-term IT vision.
Working closely with the CAO, leadership team, and staff, the Information Technology Group Manager will have overall responsibility for all aspects of the IT Group's daily operations, including the following key responsibilities:
* Direct the development and implementation of the Information Technology strategic and Capital Improvement Program plans;
* Direct and oversee the development, implementation, and administration of MWD information technology policies and programs at the executive level including MWD's overall strategic direction, goals, objectives, and detailed performance measures to implement and meet policy and program objectives;
* Plan, organize, coordinate, control, evaluate, and direct work activities of the group through subordinate managers. Evaluate work with regards to fulfillment of group objectives and potential impact on broader MWD policy objectives and program goals;
* Oversee the identification, evaluation, simplification, and application of emerging and existing technology and industry best practices to address MWD's business needs;
* Provide leadership and direction; manage and evaluate the work of subordinate managers; review project reports to control costs, balance resources, anticipate and avoid delays, and meet deadlines; and manage customer relationships (internal and external) and evaluate customer satisfaction;
* Oversee all staffing matters, personnel actions, and employee relations activities; serve as a liaison to the Human Resources Group on all personnel/employee relations matters arising out of the Information Technology Group; develop and enforce performance measures; promote employee training and development; and respond to complaints and grievances;
* Direct group budget formulation and execution and develop strategies to deal with the changing financial conditions; approve Capital and Operating and Maintenance expenditures, and review budget variance reports to determine and implement all necessary corrective action;
* Direct the preparation of board letters and reports for and deliver presentations to executive management, the Board of Directors, and other audiences; and
* Represent Information Technology Group management in labor negotiations with bargaining units.
The Ideal Candidate
The ideal candidate will have exceptional management, interpersonal, and communication skills, with a hands-on and proactive approach to addressing a broad range of information technology challenges and opportunities. The successful candidate for the Information Technology Group Manager position will be a strategic and innovative thinker with a keen understanding of Information Technology best practices. The ability to balance District-wide infrastructure and technology needs with the individual priorities and concerns for the operation of water utility systems is essential. In addition, keeping abreast of changing technology and proactively appraising MWD management and staff of beneficial and prudent technological advancements will be critical.
The Information Technology Group Manager will be a positive influence on day-to-day operations, have a 'can-do' attitude, and be comfortable with a hands-on approach to all aspects of MWD procedures. The ideal candidate will have a natural interest in mentoring and guiding staff, having the patience to not only explain strategy and procedures but also explain how to effectively and efficiently achieve MWD's established technology goals with a proactive approach versus a reactive response.

Minimum Qualifications
Education and Experience: Bachelor's degree from an accredited college or university in information technology, business, or related field is required. Candidates should have fourteen years of increasingly responsible relevant experience in the information technology field, of which six years must have been in a management or supervisory position; or
An advanced degree in information technology, business, or related field from an accredited college or university and twelve years of increasingly responsible relevant experience, of which six years must have been in a management or supervisory position.
Final Selection and Appointment: The Assistant General Manager/Chief Administrative Officer will select the most highly qualified candidates for consideration based on a combination of education, career experience, and accomplishments that best fit the needs of the Metropolitan Water District of Southern California.

Compensation and Benefits
The established salary range for the Information Technology Group Manager - Chief Technology Officer pays up to $255,590. Placement within the range is based on qualifications, salary history, and career accomplishments. In addition, offers a $500 per month auto allowance and an excellent benefits package.
