Duties

This Transportation Security Specialist position is located in the Office of Security Policy and Industry Engagement (OSPIE), Aviation Division, Policy Analysis Branch, Strategic Analysis Section, within the Transportation Security Administration (TSA),Department of Homeland Security (DHS). If selected for this position, typical duties will include, but are not be limited to:

  • Defines the end state of transportation security policy (e.g., allows greater freedom of movement for people and goods, respects the privacy rights of operators, passengers, and shipments) by evaluating portions of the larger body of existing security policy, with the objective of developing more effective and operationally sustainable, risk-based policies, that are also cost-effective and align interests within the agency and other involved agencies.
  • Evaluates the entire body of policy to identify and remedy duplication and gaps, while focusing on achieving security excellence vs. regulatory compliance.
  • Receives and analyzes industry and cross-country best practice standards.
  • Establishes industry standard risk-reduction metrics.
  • Provides guidance to lower-level staff on how to solve difficult analytical problems. Provides policy guidance and instruction to others, both internally and externally.
  • Performs clear and convincing oral presentations; listens effectively; clarifies information as needed.
  • Sets standards for measurable “outcome-based” vs. “process-based” security policies.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience state or local government or the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Experience applying applicable laws, regulations, policies, counterpart agencies, and domestic/international organizations, that impact aviation transportation security operations, plans, policies and programs.
  • Experience applying transportation security challenges to identify trends and vulnerabilities.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
