Duties

This position is located in the Office of Legislative Affairs (OLA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will serve as the Deputy Assistant Administrator (Supervisory Legislative Affairs Specialist), OLA and assist the Assistant Administrator, OLA in managing and directing the overall operations of the Office. In the absence of the Assistant Administrator, the incumbent oversees all TSA legislative affairs operations and issues. The responsibilities of the position include:

  • Sharing complete management responsibility for directing all phases of OLA\'s legislative issues and activities. Analyzing, developing, strategizing, coordinating, and monitoring all TSA legislative affairs issues and activities.
  • Providing accurate and timely legislative advice and preparation to the Administrator and determining, planning, directing and managing the legislative affairs program for TSA.
  • Directing the management and review of legislative proposals and bills to determine their impact on TSA policies, programs and processes, and preparing written reports on such proposals and bills.
  • Coordinating with the Office of the Administrator and other DHS and TSA organizations including the Office of Chief Counsel and the Office of Finance and Administration, articulating TSA’s mission, goals, and transportation and security policies in unified and cohesive presentations to Congress. Providing authoritative legislative counsel consistent with U.S. House and Senate rules and ethics in presenting a strategic framework to promote the agency’s legislative initiatives.
  • Conducting analysis and preparing substantive comments from appropriate TSA components for inclusion in formal and informal reports and briefings, and establishing and maintaining effective business relationships with internal management officials to facilitate the transfer of information.
  • Managing the conduct of legislative and congressional research and the preparation of various reports and decision papers for use by senior management.
  • Providing broad strategic guidance and leadership in planning, instructing and directing all legislative strategies and maintaining close and continuing contact with senior members of Congress and their staff, the Administrator’s Office, Legislative Counsel within TSA, and managers throughout TSA to ensure effective communication of TSA positions on legislative matters.
  • Managing and attending, as appropriate, various hearings, committee meetings and conferences, and ensuring the development of accurate and timely reports for presentation to senior management.
  • Overseeing and managing internal organizational procedures and processes to ensure timely and accurate response to DHS, TSA and congressional mandates and directives.
Supervisory Managerial Responsibilities include: strategic planning, communicating the organization’s vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. Qualifications

For the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. SPECIALIZED EXPERIENCE is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes providing guidance on the use and application of legislative processes, the inner workings of Congress and Congressional networking to direct broad legislative programs and activities.

National Service Experience (i.e., Volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
