Duties

This Financial Specialist position is located within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for the position, you will be performing reviews, special studies and selective examinations of complex finance and accounting functions to improve operating program effectiveness by collecting data, researching database records for statistical patterns and developing automated work processes. Typical duties include but are not limited to:

  • Conducting complex studies of financial operations and functions to determine causes of difficulties and evaluate the effectiveness of methods and procedures by collecting financial data to resolve discrepancies, developing innovative processes and to standardize processes across financial operations.
  • Reviewing technical reports prepared by others who are responsible for ensuring that financial and statistical data from TSA organizations is complete and accurate.
  • Preparing and analyzing a wide variety of complex financial reports. Determining and advising others on the need to initiate action and clarify regulatory requirements to improve the integrity of managing the organization\'s funds.
  • Ensuring the financial integrity, formulation, execution and analysis of TSA\'s annual budget. Performing and providing advice to TSA organizations on complex budget formulation and execution issues.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Specialized experience is defined as:

  • Experience applying knowledge of financial management laws, principles, methods, techniques, and policies; AND
  • Experience applying knowledge of internal-management-control laws, regulations, and standards (e.g., the Federal Managers\' Financial Integrity Act [FMFIA], Office of Management and Budget [OMB] Circular A-123, and Government Accountability Office [GAO] Internal Control Standards) in order to ensure the integrity of budget formulation, execution, and analysis.
To qualify for the SV-I Pay band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Specialized experience is defined as:
  • Experience applying knowledge of financial management laws, principles, methods, techniques, and policies; AND
  • Experience applying knowledge of internal-management-control laws, regulations, and standards (e.g., the Federal Managers\' Financial Integrity Act [FMFIA], Office of Management and Budget [OMB] Circular A-123, and Government Accountability Office [GAO] Internal Control Standards) in order to ensure the integrity of budget formulation, execution, and analysis; AND
  • Experience compiling financial data in order to develop and standardize processes across financial operations to provide advice and guidance regarding the regulatory requirements for the management of organizational funds.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
