Duties

This Training Instructor position is located in the TSA Training Academy Training Centers (TCD), within the Office of Training and Development (OTD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Master Training Instructor delivering technical training curriculums and providing suggested training revisions. Typical duties include but are not limited to:

  • Creating realistic training scenarios for inclusion in the instructor and student lesson plans to enhance curriculum, training tools, and course content. Providing advice and guidance on the application of training policies and procedures, and defining new training approaches.

  • Serving as principal technical specialist, providing expertise in identifying appropriate changes to training materials and documenting potential changes for coordination with personnel responsible for the design and development of course materials, to create realistic training scenarios for inclusion in instructor and student lesson plans, and to ensure the training objectives are achieved.

  • Reviewing and assisting with the development of, and implementation of training plans and schedules to assigned areas of expertise, to continuously monitor performance, integrity, and effectiveness of training programs.

  • Participating in or leading training courses, workshops, seminars, and conferences.
  • Collaborating with senior leadership, program offices, DHS or other Federal officials, vendors, and the general public. Representing the branch or division on internal and external work groups in support of priority and agency-level training initiatives.
  • Applying survey principles and data analysis to determine training program strengths and weaknesses in implementation of either the Kirkpatrick Evaluation Model or any similar evaluation model adopted by TSA.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and projects or work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled, and is typically in or related to the work of the position to be filled. Such experience must demonstrate a detailed knowledge of training program principles, concepts, regulations, and practices to perform routine and varying training assignments; applying adult education principles and instructional development (e.g., ADDIE model) to deliver training materials and maintenance of documentation to support tools and techniques used for course lesson plans; AND planning, delivering, scheduling, and overseeing implementation of an agency-wide technical, administrative, and leadership development training program.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes applying transportation security policies, directives and regulations to design, develop and evaluate training programs; AND experience applying training instruction methods and techniques to law enforcement or security program activities; AND experience reporting and evaluating the effectiveness of training programs and making recommendations.




SELECTIVE PLACEMENT FACTOR: Must be proficient in the functionality and operation, use, and instruction of airport security screening equipment and associated training simulators used for passenger and/or baggage screening.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
