Duties

This Supervisory Program Specialist position is located in the Human Resources Branch, within the Business Management Office (BMO), Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Section Chief of Human Resources and provide extensive staff advice and guidance on human resources planning and management issues, policies, and practices for OSO Headquarters and airports nationwide. You will also oversee the work of the Branch, which directly impact the efficient operations of the Office of Security Operations. Duties include:

  • Advising and consulting on human capital processes, including recruitment requests, classification requests, reviewing and approving vacancy announcements, lateral reassignment requests, managing the Table of Organization, providing staffing and full-time equivalent burn analysis, succession planning, employee relations, Office of Workers\' Compensation Programs (OWCP), and awards/recognition.
  • Serving as key member of organization resource planning teams that consider budget, manpower, personnel and mission aspects of management and resource issues such as downsizing, realignments and reorganizations.
  • Serving as the organization technical authority for interpretation of personnel regulations and policy guidance.
  • Providing advice and guidance covering the full spectrum of human resources management issues, and including areas such as downsizing, realignments, leader developments, and organizational streamlining.
  • Representing OSO, and serving as the decision making authority with internal and external stakeholders on OSO initiatives and the impact of DHS, TSA, and other government requirements on field personnel.
  • Responsible for briefing Congressional staff and other external stakeholders on key OSO projects, such as realignment activity, TSO hiring as evidenced in the field, implementation of medical guidelines in the field, and labor management related issues; representing OSO with the union on issues related to field implementation of the Collective Bargaining Agreement (CBA) such as the shift and annual leave bid.
  • Ensuring all resource issues, including budget and manpower implications, are considered in human resources planning efforts and that OSO\'s human resources strategy complements the OHC\'s strategic and business plans.
  • Providing feedback to the Director and Senior Managers on the health and status of OSO\'s human resources programs via program reviews and special studies.
  • Partnering with OHC to develop and recommend policy, as necessary for OSO human resources areas, e.g., staffing and scheduling; serving as the organizational focal point and change agent for proposed reforms to personnel programs and processes.
  • Developing and administering innovative human resources programs tailored to the requirements of complex, technologically oriented organizations with diverse workforces that encompass a wide variety of occupations and band levels.
  • Overseeing and coordinating the Collective Bargaining Agreement implementation and the Alternative Dispute Resolution program in cooperation with the Partnership and National Resolution Center Offices; implementing the Administrator\'s determination on collective bargaining across an organization of 45,000 bargaining unit and non­bargaining unit employees.
Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-K Pay Band (equivalent to the GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • serving as a technical expert advising, interpreting, and applying human resource applicable concepts, principles, and practices to conduct analyses of human capital processes in order to provide comprehensive conclusions; and
  • experience utilizing collective bargaining laws and regulations related to bargaining and non-bargaining field personnel.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
