Duties

The Assistant Federal Security Director (Generalist) position is located within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will be responsible for supporting the Federal Security Director (FSD) by providing day to day direction for airport security and operations at airports with multiple checkpoints and a workforce ranging up to 125 employees.
Duties include, but are not limited to:

  • Providing support in the following areas: tactical planning, execution and operating management for coordinated security services.
  • Participating in briefings concerning sensitive security information.
  • Serving as a Principal Advisor to the Federal Security Director(FSD) on all matters concerning operational support.
  • Developing, planning, coordinating and managing support operations that include customer service/stakeholder programs, training and engineering services.
  • Conferring with FSD and/or appropriate staff personnel to outline work plans, to provide technical advice to resolve problems, to review status reports and to modify schedules in order to meet workload fluctuations.
  • Organizing and implementing the Federal Security Crisis Management Response Plan.
  • Implementing performance and enhancement of security and screening standards for airport employees and passengers, oversight of passenger, baggage and air cargo security screening, airport security risk assessments, security technology implementation and maintenance within established guidelines; crisis management, data and communications network protection and recovery as it impacts on Federal security responsibilities, employee security awareness training; and coordination of applicable Federal, state and local emergency services and law enforcement.
  • Assisting with providing guidance in monitoring and evaluating existing security operations and related programs and in developing and implementing innovative approaches for long term improvements.
  • Making major recommendations concerning significant internal and external program policy issues affecting the overall operation of the airport.
Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), Your application for this position must reflect 1 year of specialized experience that is in or related to the duties of the position as described above and is at the experience level of the SV-H pay band or GS-12 (or equivalent) in the Federal Government or the private sector. Qualifying specialized experience for this position is experience that reflects your particular knowledge, skills, abilities, and competencies to successfully perform the duties of this position which involves serving as the principle advisor to a Federal Security Director (FSD) on all matters concerning operational support and providing day to day direction for airport security and operations at an airport with multiple checkpoints and a diverse workforce. Your experience must demonstrate you have the ability to perform the critical competencies necessary to supervise a staff that provides the security screening operations, airport security risk assessments, crisis management, technology implementation, and other related programs assigned by the FSD. Competencies required for this position include, but are not limited to the ability to:

  • Understand, instruct, and apply aviation security and administrative directives and regulations;
  • Identify a range of security issues and threats in a complex environment;
  • Conduct program planning and evaluation in an operational environment; and
  • Provide leadership and direction in managing and overseeing a diverse workforce of professional and support staff performing protective security work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Supervisory/Managerial Trial Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory trial period to continue in this supervisory/managerial position.
