Duties

The Supervisory Transportation Security Specialist position is located in the Threat Assessment Division, National Explosives Detection Canine Team Program (NEDCTP), Canine Operations Section, within the Office of Security Operations, (OSO) Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for these positions, you will serve as the TSA Regional Directors point of contact for all TSA National Explosives Detection Canine Team Program (NEDCTP) matters within an assigned regional area of responsibility. Duties include:

  • Ensuring NEDCTP policies, standards, and guidelines are communicated in a clear and effective manner to ensure adherence.
  • Reviewing training requirements, cargo requirements, funding requests, canine records, and response requirements to ensure compliance.
  • Collaborating with internal and external stakeholders partnered with the TSA NEDCTP to ensure overall program effectiveness.
  • Reviewing NEDCTP fiscal documents and verifying monthly claims submitted by the participant for reimbursement of operating costs.
Supervisory/Managerial duties include serving as a first line supervisor for the organizational unit. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.




Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • applying security principles, procedures, requirements, regulations, and practices related to transportation security;
  • experience in safe handling of live explosives to identify unsafe and improper conditions;
  • applying Federal regulations pertaining to the security, transport, and safe handling of live explosive substances used as canine training aids;
  • applying standard practices and procedures to train, evaluate and recommend corrective action to increase an explosive detection canine team’s proficiency; and
  • experience conducting in-depth analysis using available software, databases, historical data, and current trends in order to identify and resolve problems or issues that cross organizational boundaries and impact on the accomplishment of strategic objectives.
Quality Ranking Factor Experience handling or training explosives detection canines within the TSA National Explosives Detection Canine Team Program.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Employment Condition:

The Regional Canine Coordinator (RCC) may work with live (not simulated) explosives in the training and support of canine detection teams. Additionally, the incumbent may perform explosive training aid inventories and inspections. In all cases, when the RCC is in close proximity to live or otherwise dangerous explosives, the employee must exercise caution and follow prescribed techniques and policies. Additionally, the incumbent must maintain a level of explosive safety and handling expertise to identify unsafe and improper conditions, and immediately report such conditions. This position requires frequent travel throughout the assigned area of responsibility.
