Duties

This Accountant position is located in the Financial Management Analysis Branch, within the Financial Management Division (FMD), Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include the following:

  • Planning, organizing, monitoring, directing, and executing team efforts in the full financial liability estimates accounting and reporting cycle, which includes: monitoring of TSA business programs for emerging changes that impact cost trends, reviewing the general ledger transaction detail reports for cost categorization and trends to ensure viability of estimation methodologies, developing work breakdown schedules for look back activities to validate financial liability estimates, ensuring proper accounting for the developed estimates, and reporting of the developed estimates in the general ledger accounting system and DHS financial statements.
  • Executing peer review and direct preparation of data mining, accounting estimates, journal entries, fluctuation analyses, and other financial reports associated with the financial liability estimates cycle.
  • Evaluating and making recommendations concerning overall plans and proposals for highly complex TSA projects that result from emerging TSA business changes, financial management regulatory and policy changes, and system replacement. Ensuring that TSA business changes are in compliance with legislation and regulations.
  • Developing and executing project plans to implement impacted policy and process changes.
  • Reviewing contracts, other transaction agreements, and interagency agreements to assess financial reporting impact to ensure complete and accurate financial reporting. Performing outreach to TSA program offices to support the financial reporting impact determination and integrating inter-office business processes for effective and efficient process improvements.
  • Leading and executing data reconciliations to support the TSA automated accounting system replacement effort.
  • Overseeing and executing periodic updates to TSA-wide financial management policies and standard operating procedures (SOPs).

Qualifications

Applicants must first meet the Basic Requirements listed below:

A. Education: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)

OR

B. Combining Education and Experience: Combinations of successfully completed education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant\'s background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant\'s education, training, and experience fully meet the specified requirements. NOTE TO ALL CANDIDATES: A copy of your college transcript, list of college courses designating semester or quarter hours earned, or proof of CPA or CIA certification is required. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
AND

In addition to the Basic Requirements,

To qualify for the SV-J Pay Band (equivalent to the GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Experience includes applying advanced knowledge of accounting laws, regulations and policies that impact financial statement preparation, auditing and reporting, including at minimum, the OMB Circular A-123 (Management\'s Responsibility for Internal Control), the OMB Circular A-136 (Financial Reporting Requirements) and the Appropriations Law; AND
  • Experience interpreting and applying Generally Accepted Accounting Principles (GAAP), which may include pronouncements issued by the Federal Accounting Standards Advisory Board (FASAB), Financial Accounting Standards Board (FASB), or other accounting standard-setting organizations to ensure accounting standards and are adhered; AND
  • Experience utilizing financial analysis techniques to monitor business changes and develop financial estimates; AND
  • Experience executing financial management operations and accounting processes or performing full-scope financial statement audit.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
