Duties

This Supervisory Program Specialist position is located in the Communication and Engagement Division, Office of Human Capital (OHC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position you will be performing a full range of supervisory/managerial duties and will be managing and leading a staff of government personnel, advising executives on the development, execution, and evaluation of communications plans, and coordinating the branch\'s facilitation, preparation, and coordination of responses to stakeholder inquiries. Typical assignments will include, but are not limited to:

  • Ensuring staff members maintain timeliness with assigned client communications support, controlled and uncontrolled correspondence, Freedom of Information Act (FOIA) requests, Government Accountability Office (GAO) and Office of the Inspector General (OIG) audits and other stakeholder inquiries.
  • Planning and executing the development, production, and distribution of a variety of written products and publications; conducting and overseeing complex and complicated research into OHC programs, projects, and controversial issues; and ensuring a high level of quality control on all written materials produced by the Branch.
  • Overseeing the development of Intranet website content and governance; production of multimedia content; and facilitation of human capital training, liaison, and events.
  • Providing guidance to staff members regarding proposals for and development of internal policies and procedures related to OHC\'s correspondence response and other communications and coordination efforts.
  • Representing OHC, participating on a variety of committees and audit reviews, and collaborating with senior officials both internal and external to TSA including DHS, OIG, GAO and Congressional staff, in order to provide information related to correspondence, communications, and coordination issues and recommendations.
  • Preparing, reviewing, and submitting a variety of reports for internal and external audiences on communications programs operational efficiency improvements and OHC organizational accomplishments, including regular status reports on current and completed work efforts including timeliness to meet each activity milestone.
Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-J Pay Band, you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Experience communicating principles, strategies, and techniques to advise on communications activities (e.g., communicating new agency-wide initiatives, Congressional and FOIA inquiries, GAO/OIG audit responses, Equal Employment Opportunity reviews, public information); AND
  • Experience researching, preparing, and editing communication products; AND
  • Experience utilizing controlled correspondence and associated disclosure and response requirements to ensure compliance with regulations.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
