Duties

This Program Manager position is located in the Checkpoint Technologies Division, Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Portfolio Manager for the Passenger Screening Program-Portfolio Branch. You will oversee the design and development of detailed rationale for system requirements for projects involving the development, deployment, maintenance and disposition of checkpoint screening technologies and systems. You will determine system growth paths and examine potential deployment options prior to finalizing system requirements. Typical duties will include, but are not be limited to:

  • Overseeing the lifecycle management of equipment associated with checkpoint screening technology or system to be deployed, including but not limited to acceptance, planning, disposition, logistics and safety.
  • Developing metrics for the project and managing the implementation of the technology or system at the airports. Overseeing the Contractor Officer Representatives (CORs) and engineers working on the project.
  • Overseeing and establishing equipment refurbishment and recapitalization plans. Developing life cycle cost estimates (LCCE) for the projects.
  • Interfacing with internal and external stakeholders such as the Mission Analysis Division (MAD) and DHS Science and Technology (S&T) Directorate to define and implement requirements for next generation capabilities and systems. Often representing TSA as a senior technical point of contact disseminating information internally and externally.
  • Making recommendations for system improvements or enhancements and changes to practices, policies or standard operating procedures; and formulating detailed briefing/discussion of areas/issues for presentation and briefing senior agency leaders.
  • Solving highly complex and challenging technical problems and developing improved technical processes as a principal technical specialist. Managing risk and implementing mitigation strategies to ensure successful, effective, and efficient execution of program and projects.

Qualifications

To qualify for the SV-J pay band (equivalent to GS-14), you must have had one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with knowledge, skills, and abilities to successfully to perform the duties of the position. Such experience includes applying expert knowledge of the concepts, methods, practices, and efficiencies related to program management for productivity improvement, management controls, and long-range planning; experience working with Federal Acquisition Directives (i.e., DHS Acquisition Directive (AD 102)); or experience coordinating and overseeing programs/projects.

Desirable Factor: Possession of a DHS Program Management Level 2 certification is desirable.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
