Duties

This Budget Analyst position is located in the Budget and Performance Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will apply your experience and advanced knowledge of the concepts, principles, practices, laws, and regulations of Federal budget, including budget formulation, justification, presentation and execution. Typical assignments include, but are not limited to:

  • Providing program directors and their representatives with procedural and regulatory guidance on the availability of or limitations on use of funds for supplies, travel, equipment, contracts and related expenditures
  • Consolidating estimates into decision packages for submission to higher authorities
  • Reviewing and preparing detailed briefings, get-backs, questions for the record, and reports for assigned programs requested by TSA, DHS, Office of Management and Budget (OMB), and Congressional Committees.
  • Formulating and providing guidance to assigned programs in executing the program\'s budget and various sources of funds; reviewing assigned program operating plans and justification for conformance with the program\'s requirements; allocating funds based on approved operating plans.
  • Preparing and analyzing financial reports on commitments, obligations, and expenditures for assigned programs. Working with assigned programs to resolve discrepancies between planned and actual obligations and expenditures; identifying potential funding issues and working to mitigate shortfalls/surpluses.
  • Controlling and monitoring the allocation of resources for assigned programs, maintaining TSA\'s funds control requirements to provide the internal controls necessary to prevent Anti-Deficiency Act violations.
  • Maintaining the Table of Organization, tracking and monitoring memoranda requesting changes to the allocation of authorized positions, and ensuring funding for personnel reflects the transfer of positions.
  • Assisting assigned programs in the development of baseline performance measures and milestones, and ensuring the performance measures support and link to the DHS Strategic Plan.
  • Assisting in the preparation of quarterly status reports/end of year results by ensuring the data is gathered and submitted on a timely basis by the programs.
  • Coordinating the Capital Investment Plans (CIP) submission for assigned programs and ensuring the data compares to the Program Data Module (PDM) and the Future Year Homeland Security Plan (FYHSP).

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band H) performs the same duties but will receive more guidance and projects or work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Experience of budgetary principles and concepts, or of the laws, regulations, policies, and precedents which are the framework of the Federal budget process;
AND
  • Experience in providing analytical services to support budget formulation, justification, presentation, and execution.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Specialized experience is defined as:
  • Experience includes duties that require knowledge of budgetary principles and concepts, or of the laws, regulations, policies, and precedents which are the framework of the Federal budget process;
AND
  • Professional experience in: 1) budget formulation, justification, presentation and execution; 2) strategic planning; and 3) developing and tracking organizational performance.
NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
