JOB DESCRIPTION:

The Journeyman Substation Technician reports to the Supervisor, Technical Services and works with the members of the Technical Services section as well as other departments and assists other classifications as directed within the scope of his qualifications. Duties of this position include testing of transformers; routine maintenance and testing of substation oil-circuit reclosers; installation, operation and maintenance SCADA equipment and associated devices; operation and maintenance of high voltage substations, switches, voltage regulators, capacitors, fiber optic communication equipment; and keeping accurate system and equipment records. ESSENTIAL FUNCTIONS:

The Journeyman Substation Technician’s duties include, but are not limited to:

  1. Work effectively on the job assignments within the scope of work performed by Apprentice level and Journeyman Technicians.
  2. Read and understand system maps to become knowledgeable in general electric distribution system layout, system substation capacities and load areas, substation circuit feeds, and general system sectionalizing.
  3. Inspects, tests, repairs and calibrates all substation equipment including transformers, circuit switches, regulators, capacitors, feeder circuit breakers, reclosers, motor operators, battery chargers, control equipment, etc. and completes all pertinent paperwork/records. This includes taking oil samples from substation equipment for testing and analysis.
  4. Installs, repairs, troubleshoots Remote Terminal Units (RTU), SCADA Control, AC and DC wiring and fiber optic communications on existing and new substation equipment.
  5. Must be able to read, understand and draw electrical schematics (one-line and three-line diagrams)
  6. Install settings and test all cooperative owned substation overcurrent relays and reclosers in the shop and field, verify and report test results to Sectionalizing Engineer and Technical Services Supervisor.
  7. Performs monthly Substation and regulator inspections and requests or recommends maintenance, repairs and/or improvements.
  8. Performs on-call duties, bypasses, isolates and restores service to all Substation Equipment.
  9. Assist other technicians in their job functions to include observing safety hazards, particularly when around high voltage equipment; and in the operation, testing and maintenance of high voltage equipment, control wiring, voltage regulators and capacitor installations.
  10. Perform setup, operation, testing and maintenance of mobile substation equipment, control wiring, voltage regulators and capacitor installations. Plans jobs and requests or recommends maintenance and or improvements.
  11. Maintain a clean and safe work environment that includes all those facilities that the Technical Services Section is responsible for, i.e., substations, repair shop, yard areas, vehicles, etc.
  12. Maintain a close relationship and an open line of communications with the Senior Equipment Technician on all aspects of Member relations, employee relations and assignments of the status of duties, tasks, obligations, projects, plans and assignme
  13. Maximize good Member relations to mitigate, track, and solve Member problems and complaints in a positive manner.
  14. Readily learns new technologies, new equipment & device operating characteristics. Including personal computer software and communication devices and communication protocols as it pertains to job functions.
  15. Must know and maintain training as an OSHA defined “Qualified Employee”, meaning the Journeyman must have: (1) ability to distinguish live parts, (2) ability to determine voltage of parts, (3) knowledge of minimum approach distances, and, (4) ability to use protective equipment.
  16. Know and work according to the appropriate Safety Manuals, Material Safety Data sheets and be knowledgeable with the care and use of all protective devices for equipment and personnel.
  17. Be able to properly use firefighting equipment provided by the Cooperative. Exercise due care and caution to prevent fires and assist in keeping fire equipment in operable condition by reporting used, expired or empty containers.

MINIMUM QUALIFICATIONS:

The Journeyman Substation Technician must have the following minimum qualifications:

  1. A high school diploma or equivalent with the completion of a certificated Journeyman Technician apprentice program or have a minimum of five (5) year’s work experience as a Journeyman Substation Technician or in an acceptable technical field.
  2. A working knowledge of computer operations and programs.
  3. Ability to operate forklifts and maintain a valid forklift certification.
  4. Ability to work with minimal supervision.
  5. Ability to work irregular hours or overtime as required in the performance of the responsibilities of this position.
  6. Ability to obtain and maintain a valid Arizona State Class C driver’s license.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

The work is performed predominantly outdoors and requires work in close proximity to high voltages to include operation of high voltage switches in and around substations and overhead lines. The work requires the ability to endure different types of weather conditions, poor road conditions, dusty conditions, dealing with a variety of animals, being exposed to various chemicals and cleaning solvents.  Tools and equipment used in this classification will include a voltmeter, personal protective equipment (PPE), and hand-held meter reading devices, and other small hand tools.  The job requires the ability to drive and walk for long periods of time, and to lift and move equipment and meters from warehouse to truck to job site.  The use of stairs occasionally is required.  The job involves 60% sitting, 70% standing or walking, and 20% bending, twisting, reaching above shoulder level, and 10% squatting, crouching, kneeling, pushing/pulling, working in bucket trucks, confined spaces, and awkward positions.

The individual must be able to frequently lift from floor, waist-level, or overhead materials weighing from 10 pounds, and occasionally up to 50 pounds.  The position requires extensive fine finger dexterity, including simple and firm grasping, fine manipulation and repetitive movements, including typing, with both hands.
