Duties

This Program Analyst position is located in the Business Technology Branch, Mission Support Division, within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will develop and conduct comprehensive management studies where the issues under review are complex and require recommending improvements to processes and procedures, whether operating independently or serving as a team leader or senior specialist. Duties include:

  • Identifies and purposes solutions to problem where previous studies and established techniques require modification and adaptation. Reviews polices and precedents in order to make recommendations for applying them to sensitive or controversial cases or problems.
  • Thoroughly assesses complex program requirements and operations, then develops and recommends improvements to program systems and processes, including extrapolating and adapting past precedents to improve performance.
  • Considers a wide range of issues which affect the program, such as changing information technology and comparable condition of a highly variable nature, to assist managers in aligning current program operations, program improvements, and TSA strategic objectives.
  • Thoroughly analyzes management information requirements to develop program or administrative reporting systems including systems specifications, data gathering, analytical techniques, and systems evaluation methodology. Performs data analysis and program management activities including defining new and refining existing feature/functionality requirements for future system enhancements.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band I) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as applying statistics and data visualization in order to perform critical analysis; and experience using data reduction techniques to highlight trends, relationships, or associations for analysis.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is definded as applying statistics and data visualization in order to perform critical analysis; and applying analytical and evaluative methods and techniques for assessing program development or execution to improve organizational effectiveness and efficiency.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
