Duties

This Program Manager position is located in the Deployment Division, Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as Deputy to the Division Director for the Deployment Division within the OSC. You will serve as a subject matter expert on aviation security processes and procedures and ensure the most effective and efficient deployment of security capabilities.

Typical duties include but are not limited to:

  • Participating in Integrated Product Teams. Integrating new technologies into checkpoint and checked baggage systems to ensure integrity of the design.
  • Assisting the Director with operational and strategic decisions, planning, and program and budget execution.
  • Working closely with the Director to provide continuity of leadership in assessing work requirements and developing plans, goals, and objectives for Checkpoint Technologies programs.
  • Representing the Director at meetings with stakeholders both internal and external to TSA and DHS.
  • Defining management objectives, establishing plans and policies to ensure accomplishment of programs in an efficient and effective manner.
  • Exercising delegated managerial authority to direct, coordinate, or oversee work performed by subordinate supervisors and staff.
  • Planning, organizing, directing, tracking, and guiding program objectives to align with the Office of Security Capabilities’ goals and strategies.
  • Reviewing and approving acquisition documentation, program plans and schedules, and routinely monitors their implementation.
Supervisory duties include: Serving as a first line supervisor for the organization providing guidance and support for day-to-day operations. Assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with knowledge, skills, and abilities to successfully to perform the duties of the position. Such experience includes applying knowledge of aviation security and associated systems, related laws and regulations (i.e., Aviation and Transportation Security Act [ATSA]) to ensure effective administration and management of security screening programs; applying knowledge of acquisition and contracting rules and regulation related to program oversight; and utilizing advanced management principles, methods and techniques to direct and execute technical, operational and administrative programs.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
