Duties

This Program Analyst position is located in the Secure Flight Crew Vetting Branch, Program Management Division, within the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the principal specialist in the development and implementation of new services and functions that align to Secure Flight or Crew Vetting capabilities. Typical assignments will include, but are not limited to:

  • Leading Integrated Project Teams (IPTs), assisting with technical and business requirements definition and development, interacting with internal and external stakeholders, developing rulemaking/policy documents, assessing privacy impact, and developing standard operating procedures.
  • Serving as agency Secure Flight and/or Crew Vetting subject matter expert interacting with airline security managers and technical representatives to provide technical advice on policies, technical requirements, and airline compliance; providing technical assistance to airlines to support implementation and ongoing use of Secure Flight and/or Crew Vetting; and advising leadership and systems specialists on airline standards, airline system capabilities, and standard interline messaging.
  • Performing team lead oversight functions of a Secure Flight or Crew Vetting team in conducting data analysis on carrier data submissions to identify anomalies and potential causes for anomalies based on understanding of carrier behavior and systems, in conducting policy reviews to identify inconsistencies and making necessary changes based on understanding of current and future regulations and guidance, and providing guidance and oversight towards the successful execution of work products.
  • Developing briefings for program leadership based on analysis and insight into carrier behavior. Providing technical advice to program leadership on issues related to carrier operations and participating in or leading working groups and conferences with air carriers and air carrier professional associations.
  • Providing guidance on DHS Consolidated User Guide, Advance Passenger Information System (APIS), APIS Final Rule for crew vetting, Electronic Systems for Travel Authorization (ESTA) as it relates to Secure Flight, Secure Flight Final Rule, and aviation security programs.
  • Serving as a senior program analyst/team lead by assisting the IPA Section Chief on day-to-day activities and by providing subject matter expertise and guidance to fellow team members.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying analytical methods and techniques to identify irregularities and trends to assess and enhance program and performance effectiveness; applying Secure Flight or vetting operations, rules and regulations including data submission requirements and the vetting process.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
