Duties

This Program Analyst position is located in the Checkpoint Solutions and Integration Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be performing analytical and project management duties. Administering and monitoring multiple projects, tasks and assignments adn ensuring all deadlines are met. Typical assignments include, but are not limited to:

  • Performing project management and analytical duties for multiple security technology projects. Working with the Project Manager to define work scope; performing budget formulation and execution, as well as acquisition and test and evaluation activites and project integration. Monitoring cost, schedule and performance.
  • Coordinating and developing program planning documentation, including acquistion plans, program plans, cost estimates, and cost, schedule, performance and benefits baseline.
  • Reviewing all project artifacts throughout the phases of systems engineering lifecycle to ensure compliance with DHS Acquisition Directive (AD 102-01) and DHS Management Directive for Test & Evaluation (MD 026). Identifying any gaps and provides status and recommendations to the Project Manager.
  • Researching and investigating project or technology issues, as well as conducting market research. Gathering, assembling and analyzing facts and presents oral and written reports of compiled data and makes recommendations for Project Manager review.
  • Providing analytical support for People Screening technology projects.
  • Working with the Project Manager to establish integrated product teams and working groups to complete various initiatives.
  • Developing program metrics for security technology projects. Analyzing metrics and providing recommendations to Program Manager for Improvement of overall program management. Identifying issues and concerns and providing recommendations to management.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying knowledge of evaluation methodology (e.g., metrics, fact-finding, investigative techniques) to evaluate project/program effectiveness; and experience conducting qualitative analyses to evaluate the effectiveness, efficiency, and productivity of projects/programs.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying knowledge of evaluation methodology (e.g., metrics, fact-finding, investigative techniques) to evaluate project/program effectiveness; conducting qualitative analyses to evaluate the effectiveness, efficiency, and productivity of projects/programs; and experience applying knowledge of concepts, methods, and practices related to effective program management for security equipment acquisition programs.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
