Position Description:

The Project Engineer is responsible for the efficient design of projects from concept through final design and construction. The Project Engineer coordinates and communicates with the project manager and others, both internally and externally, to achieve project goals. The Project Engineer may also direct junior level staff. 

 

Essential Functions & Responsibilities:

  • Planning:
    • The Project Engineer reviews the Project Work Plan with the Project Manager. This includes:
      • Project design concept
      • Project contract, scope and budget
      • Project schedule and key milestone dates
      • Key constraints, regulatory design and permitting requirements
      • Client’s project specific requirements and/or project program criteria.
    • Project Design:
      • Designs site layout, access, grading, erosion control, stormwater management, utilities, etc.
      • Design, analyze, and develop construction plans, specifications, stormwater reports, including calculations and cost estimates in accordance with Philadelphia Water Green Stormwater Infrastructure Design Recommendations.
      • Coordinates project design requirements with staff, other departments and subconsultants.
      • Reviews work of self and others for conformance with project work plan and company design standards.
      • Interacts with municipal, county and state officials including Philadelphia Streets, Water, Planning, as well as municipal boards, PADEP, PennDOT, County Conservation Districts, etc.
    • Project Administration:
      • Maintains project records including email, correspondence, submissions, permits, plans, client and agency directives, basis of design information, construction phase records, etc.
      • Reviews budget status with project manager.
      • Assists project manager with manpower and resource planning, budgets and proposals.
      • May direct the work of others.
    • Communications:
      • Proactively communicates project status and issues with project manager and project team.
      • Compose letters, outlines, memoranda, and reports for technical and non-technical audiences.
      • Assist Project Managers to maintain client and other professional relationships.
      • Assist Project Manager with presentations as required.

 

 

 

 

Essential Qualifications:

  • Bachelor’s Degree in Civil Engineering or related area
  • EIT plus 4-5 years of experience is required. PE would be a plus.
  • 4+ years of Land Development or equivalent experience
  • Registered Professional Engineer in Pennsylvania

 

 

Essential Knowledge, Skills & Abilities:

  • Some project management experience
  • Some experience with managing support staff
  • Organized and detailed oriented with excellent interpersonal skills
  • Demonstrates the highest degree of ethical behavior and candor
  • Exceptional oral and written communication skills including the ability to compose letters and complex reports and to orally communicate technical information to others in public presentations
  • Possesses knowledge of the Land Development permitting process and is able to interpret regulatory design requirements
  • Ability to interact with clients, and Federal, State & Local governmental agencies
  • Ability to work independently and as part of a project team
  • Able to perform in an environment that requires independent evaluation, judgment and decision making  
  • Ability to understand complex problems and to collaborate with others to explore alternative solutions
  • Proficiency in Microsoft Suite, AutoCAD (preferably Civil 3D) and hydraulics/hydrology software.

 

Essential Position Requirements:

  • Occasional regional travel required
  • Ability to work additional and/or nonstandard office hours, as required
