Duties

This Transportation Security Specialist position is located in the Freight Rail Section, Industry Engagement Branch, Surface Division, within the Office of Security Policy and Industry Engagement (OSPIE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will provide engagement activities support to the Freight Rail Industry Engagement Manager. You will assist the Freight Rail Industry Engagement Manager in fostering strategic partnerships with the industry. Typical assignments will include but are not limited to:

  • Supporting engagement activities to include: coordination of conferences, meetings and briefings between high ranking agency officials, trade associations, and industry stakeholder representatives to share information, discuss concerns and issues, and receive input for policy or program proposals.
  • Using gathered information to make recommendations to leadership addressing industry/stakeholder concerns.
  • Soliciting sensitive input from industry stakeholders in the development of TSA policy and communication of industry feedback to TSA staff. Assisting Policy Analysis Branch and Policy Execution Branch members in developing security gap analysis and best practices.
  • Collecting stakeholder engagement metrics for all modes. Providing updates to the Mission Risk Knowledge (MRK) system and to the Objectively Measured Risk Reduction (OMRR) system.
  • Ensuring that engagement activities are conducted for the Freight Rail mode of transportation in the absence of the modal engagement manager. Engaging national transportation providers at the CEO, COO, and Security Director levels.
  • Drafting acquisition related documents such as the Statement of Work for procurement of new services.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes serving as a technical expert advising, interpreting and applying concepts, principles, and practices related to the security of freight rail systems; experience developing and implementing effective programs or measures to detect and deter physical intrusion or attack on a freight rail system; and the ability to effectively identify system intrusion or compromise and expeditiously identify and execute the appropriate course of action to mitigate the adverse consequences of intrusion or attack on the system.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
