Duties

If you are selected for this position, you will serve as a Transportation Security Inspector (TSI) - Explosives Detection Canine Handler (EDCH) working under the direction of the Federal Security Director (FSD) or his/her designee with primary responsibility for conducting security sweeps for the detection or deterrence of explosive threats in various transportation systems. As a TSI-EDCH you will be responsible for determining compliance of transportation systems with applicable regulations. Assisting in the administration and evaluation of critical and complex compliance and enforcement programs designed to ensure secure transportation modes and to protect the nation\'s public from terrorism, piracy, or other acts of sabotage to those systems, facilities, and networks associated with them. Typical duties include:

  • Conducting random patrols and routine sweeps (with canine) in various areas within the transportation environment. Such areas may include the inspection of vehicles, packages, personnel, aircraft, trains, ferries, and other, as directed.
  • Responding to threats that affect transportation operations or public safety, as necessary.
  • Screening cargo to ensure explosives are not concealed for transport and conducting inspections of regulated entities to ensure compliance with applicable security regulations.
  • Gathering information to write reports which detail the results and activities performed, following up on findings and initiating Enforcement Investigative Reports, as required.
  • Identifying and responding to security regulation violations or potential violations.
  • Responding to transportation security incidents and other pertinent incidents as defined by the National Incident Management Systems or as directed by the Federal Security Director.
  • Performing tests and audits, and validating and inspecting security processes, procedures, systems, and equipment in connection with compliance inspections and vulnerability assessments.
  • Providing input to written analyses of inspections, assessments, and determining the adequacy of corrective measures required to improve security posture or to restore compliance.
  • Conducting civil investigations related to alleged or suspected transportation security violations.
  • Identifying, collecting, and preserving evidence used to support enforcement actions. Assisting in determining when enforcement action should be initiated, preparing enforcement investigation reports, and recommending to TSA counsel the type of action and level of penalty commensurate with the nature and severity of the violation.
  • Entering data pertinent to investigations, inspections, and incidents into the national database Performance and Results Information Systems (PARIS).
  • Conducting and participating in regular training with assigned working dog to maintain acceptable performance levels and to provide necessary health maintenance care, feeding/watering, and grooming of working dogs.
  • Ensuring that assigned canine is correctly certified and accredited and maintain appropriate training records, as required.
Note: As a TSI-EDCH, you may work with explosives in the training and support of teams. Additionally, you may perform inventory of hazardous materials. In all cases when the TSI-EDCH is in close proximity to live or otherwise dangerous explosives, the TSI-EDCH must exercise caution and follow prescribed techniques to ensure utmost safety and protection while handling of such explosives.

Qualifications

Basic Security Inspections Training Course (unless previously successfully completed): The selectee will be required to attend an up to 5-week course in Oklahoma City, OK. The Basic Security Inspections Course provides students with the fundamental knowledge and skills necessary to conduct security inspections and assessments, including using legal and regulatory documents that govern transportation security.

Additional Training/Instruction Course (unless previously successfully completed): The selectee will be required to attend a 10-12 week canine handler course which is held at the Canine Training and Explosives Branch, Lackland Air Force Base, San Antonio, TX.

Physical Demands: Must maintain physical agility to meet work requirements of regular and recurring physical exertion such as prolonged standing, bending, and stooping. Work will require driving or traveling by motor vehicle. The work involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.

To qualify for the SV-H Pay Band, (equivalent to the GS-11/12) you must have at least one year of specialized experience at the SV-G or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. For this pay band such experience includes conducting inspections with a canine partner and reviewing compliance within a transportation environment; writing reports of findings; determining when enforcement action should be taken; and documenting the results to monitor compliance with policies, regulations and agreements to identify potential problem areas and deviations from prescribed standards;

OR

MUST have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education that included as a minimum, at least 15 semester hours in such fields as police science, police administration, police law and evidence, police investigation, criminology, criminal justice, law enforcement, general law, or similar subjects pertinent to law enforcement and police work ;

OR

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

Conditions of Employment:

TSA canine handlers are generally granted the use of a Government vehicle, typically referred to as Home-to-Work authority, for the efficient care and transportation of canines. The Department of Homeland Security prohibits authorization of Home-To Work Transportation to employees who live more than 50 miles from their duty station of record. Therefore, as a Condition of Employment, all persons hired to canine handler positions must reside within a 50-mile radius of the official duty station for the position. This Condition of Employment must be met by the time of appointment.Working conditions include but are not limited to arduous conditions such as traversing rough terrain and uneven surfaces, prolonged standing, bending, and stooping to observe work operations, ability to climb into aircraft baggage holds, rail cars, aircraft and other transportation equipment. Other conditions include:

  • Work may require driving or traveling by motor vehicle and occasionally involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.
  • Must pass a Background Investigation (BI) and maintain eligibility for a clearance at the Secret level.
  • Must possess U.S. Citizenship or be a U.S. National.
  • Must successfully complete the Basic Security Inspections Course.
  • Must successfully complete additional training course(s).
  • Be willing to undertake extensive travel, at times overnight, as required.
  • Must hold a valid driver\'s license.
  • Must be available for on call work and be available for duty within the U.S. and possibly worldwide to protect U.S. transportation interests.
  • Must be available to work various shifts, including frequently changing and uncommon tours of duty.
  • Must pass pre-employment drug screening AND you will be subject to post-employment random drug and alcohol testing.
