Duties

This Program Analyst position is located in the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for supporting various programs to include the Transportation Worker Identification Credential and initiatives across the OIA Program Management Division (PMD) through program management, operations support, and/or acquisition and contract oversight best practices. Typical assignments will include but are not limited to:

  • Supporting the development and implementation of internal and external communications for transportation security programs; assisting in the preparation of briefings and presentations; program documentations; and responding to internal and external stakeholders.
  • Assisting in implementing and supporting the development of new transportation security programs and aligning services and functions to standardize vetting capabilities.
  • Supporting Security Threat Assessment (STA) program operational activities and providing day-to-day support to existing or new security threat assessment programs, including management of contractors and contract deliverables, and identification of inefficiencies, security vulnerabilities, and mitigation strategy.
  • Supporting the development of briefings for internal or external leadership and stakeholders on financial and budget management including fee/revenue collection, spend plan development, and development and maintenance of program operations documents.
  • Developing technical and business requirements for supported IT systems including credential personalization and production; providing program representation at technical/interface requirements discussions for multiple systems; with external agency interface and IT security requirements; supporting operations for security threat assessment programs including enrollment, vetting and adjudication functions.
  • Supporting the development of standard operating procedures and guidelines, providing customer service to program applicants; conducting case management; and performing quality assurance on program operations.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.


Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes analyzing and evaluating the effectiveness, efficiency and productivity of projects/programs; gathering and developing program business and technical requirements; and applying analytical methods and techniques related to program management to assess and support program operations.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes analyzing and evaluating the effectiveness, efficiency and productivity of projects/programs; gathering and developing program business and technical requirements; applying analytical methods and techniques related to program management to assess and support program operations; and developing procedures and guidelines to support security threat assessment programs.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
