Duties

This Program Analyst position is located in the Office of Intelligence and Analysis (OIA), Surface Program Management Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for supporting the management of new and existing projects and programs within the Program Management Division (PMD) Surface Branch, ensuring alignment to Branch operational, enrollment, and vetting capabilities. Typical assignments will include but are not limited to:

  • Providing program representation oversight of technical/interface requirements discussions for multiple systems supporting Surface Program operations for various programs\' STA enrollment and vetting, including external agency interface and Information Technology (IT) security requirements.
  • Managing surface Security Threat Assessment (STA) program operational leadership on transportation related security programs including IPT oversight and management of contractors, contract deliverables, identification of inefficiencies, security vulnerabilities, and mitigation strategy. Providing briefings to internal and external senior leadership on the status of programs within the Branch.
  • Performing policy compliance reviews and providing qualitative analysis in determining relevant, high priority policies impacting transportation security programs to include assessing the program compliance with DHS/TSA management directives, guidance and established policy.
  • Supporting the development of contract/procurement actions, rulemaking/policy documents, privacy impact assessments, program documents and standard operating procedures, establishment and oversight of Integrated Project Teams (IPTs), technical/business requirements gathering and development, and engagement with external stakeholders or regulated parties.
  • Supporting the preparation and implementation of DHS Information Technology (IT) acquisition program requirements, including monthly reporting in support of DHS program requirements, Office of Management and Budget (OMB300) monthly and annual reporting, DHS Chief Information Officer (CIO) program status reviews, financial/budget management, risk management, communications management, and technical change management processes.
  • Developing and implementing internal and external communications in support of transportation security programs including presentations, briefings, responses to DHS/TSA leadership concerns and issues, official responses top GAO/IG audits, consistent program documentation, goals and objectives.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.


Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to conduct analyses or studies to evaluate the projects.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to conduct complex analyses and studies to evaluate the effectiveness of multiple projects and programs to improve program effectiveness.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. no additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
