Duties

This Transportation Security Specialist position is located in the Policy Execution Branch, Aviation Division, within the Office of Security Policy and Industry Engagement (OSPIE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the senior team lead for major projects in the evaluation of trade-offs and risks associated with all proposed security policy options for domestic and international transportation systems. You will routinely engage with Industry Engagement Managers, other components, and key industry stakeholders. Typical assignments will include but are not limited to:

  • Evaluating the impact of proposed security policies, including redundancy and impact to core security operations and workforce, transportation operation, passengers, shipments and other stakeholders and weighing alternate courses of action to assess the tradeoffs of risk mitigation.
  • Evaluating the urgency of proposed security policies to buy down risk; developing tools to weigh policy risk, cost and other impacts; working closely with the Economic Analysis Branch to examine the costs and benefits of proposed policies, based upon alternate courses of action.
  • Drawing on intelligence summaries and other reports to determine what risks are raised or mitigated by proposed policies.
  • Providing an analytical fact-base to support policy decisions and making recommendations for the most effective and efficient security policy proposals.
  • Acting as an alternate to the Section Chief to engage national transportation providers at the CEO, COO and Security Director levels.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-11/12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying laws, regulations, and policies to design risk based documents that comply with regulatory requirements; and identifying risk based trends and vulnerabilities related to transportation security.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying a comprehensive knowledge of laws, regulations, and policies that impact aviation transportation security operations, plans, policies, and programs; and identifying risk based trends and vulnerabilities related to transportation security.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
