Duties

This Screening Procedures Specialist position is located in the Security Procedures Branch, Operations Performance Division, within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include:

  • Drafting, reviewing, proofreading, and updating a variety of documents including regulations, standard operating procedures, management and operational directives, technical manuals, reports, memoranda, and briefing or issue papers that deal with technical and controversial topics that support the Agency\'s mission.
  • Communicating and interacting with senior management, stakeholders (internal and external), field personnel, industry, and other external parties, and serving as a point of contact for assigned activities.
  • Conducting research, analyses, evaluations, and studies of existing security policies and requirements, procedures, standards, and programs to ensure compliance with regulatory requirements affecting organizational screening processes.
  • Developing, coordinating, and issuing new and revised national policies, directives, standards, and standard operating procedures governing the security of all modes of transportation to promote the prevention of criminal acts against transportation modes, including air piracy and other acts of sabotage.
  • Preparing and evaluating management/technical reports including, but not limited to statements of work, to ensure compliance with security policies, protocols, and screening procedures to address security vulnerabilities and gaps.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band I) performs the same duties but will receive more guidance and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes experience developing, updating, and editing documents such as correspondence, directives, standard operating procedures, positions papers; and experience in translating technical terminology.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes experience conducting research and analysis, evaluations, and studies of existing security policies, requirements, procedures, standards, and programs to ensure compliance with Federal rules and regulations; experience developing and issuing new or revised national policies, directives, or standards; and experience in translating technical terminology.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
