Duties

This Financial Specialist position is located in the Financial Policy & Travel Branch, Financial Management Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be evaluating financial managment policy structure and contributing to developing sound policy. Coordinating with other TSA policy setting offices to prevent policy overlap or conflicts and provide the workforce with concise policy and procedural guidance for the full range of financial and administrative support functions. Typical assignments will include, but are not limited to:

  • Analyzing emerging business and regulatory requirements, providing consultative advice and expertise to FMD Management. Assessing the structure of TSA\'s Financial Management Manual and making continual recommendations for improvement. Providing policy interpretations on Management Directives, Financial Management Manual chapters and internal standard operating procedures and developing revisions as appropriate to align with FTR.
  • Representing TSA and FMD as subject matter expert at external meetings, including those with other DHS components regarding matters of financial policy and meetings of standards setting bodies, such as the Federal Accounting Standards Advisory Board (FASAB). Providing advice and guidance concerning the financial policy and travel policy.
  • Developing written process documentation and identifying inputs, outputs and internal controls within processes. Coaching other team members on providing relevant comments to process documentation to enhance understanding of processes and policies.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying knowledge of government appropriations laws, regulations and standards for financial reporting, accounting, and budget; AND experience interpreting policy on travel regulations and assessing the impact of new regulations and making recommendations to senior leadership.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
