Duties

This Program Specialist position is located in the Office of Security Capabilities (OSC), Operations Support Division, Test and Evaluation Operations and Infrastructure Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will apply your advanced knowledge of program principles, concepts, regulations, practices, analytical methods, and techniques to perform routine, multiple, and varying assignments in your program area and serving as an individual contributor or team member under the general direction of a manager, project/program manager, team leader, or more experienced professional. Typical assignments include, but are not limited to:

  • Providing management oversight to the Passenger Screening Test Area or other Test and Laboratory Areas within the TSIF for the purpose of maintaining and controlling security equipment being tested.
  • Overseeing Test Area Support Contractors and Security Equipment related activities such as equipment delivery, set up and calibration, equipment movement and recalibration within the TSIF, and acceptance testing and preventative maintenance to ensure equipment is operating properly.
  • Serving as tour/escort lead to the Test Manager when hosting scheduled tours or visits by agency personnel, other government agencies and VIPs.
  • Establishing test and evaluation reporting techniques to assist the Test Manager in collecting and reporting critical system data.
  • Performing screener duties to include security screening equipment operation, loading and unloading baggage to support test events.
The major duties described above reflect the full performance level of this position. Typically, at the lower pay band (Pay Band G) you will perform the same duties, but will receive more guidance and training; and projects or work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, OR C) outlined below.

A. Experience: If you are qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Specialized experience is defined as: examining passenger screening systems and operations, and performing maintenance checks on equipment to include Explosive Trace Detectors, ExplosiveDetection Systems, and X-Rays. OR

B. Education: Completion of a Ph.D. or equivalent doctoral degree in a related field; OR three (3) full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. OR

C. Combining of Education and Experience: Combinations of successfully completed higher level graduate courses (beyond the second year) leading to a doctoral degree and specialized experience that would total one year in combination to meet the specialized experience requirements for this position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Education cannot be used or substituted at the SV-H band level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

Employment Conditions:

Physical Exertion: Long periods of standing and walking; recurring bending, crouching stooping, stretching, reaching, and lifting test items such as carry-on, checked baggage and boxes weighing to 75 lbs.
