Duties

This Supervisory Program Specialist position is located in the Office of Global Strategies (OGS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position you will serve as the Manager of the Human Capital Branch of the Mission Support Division (MSD). You will be responsible for advising and consulting on human capital processes including recruitment requests, classification requests, reviewing and approving vacancy announcements, lateral reassignment requests, managing the Table of Organization, providing staffing and full-time equivalent burn analysis, succession planning, and awards and recognition. Typical assignments will include but are not limited to:

  • Providing liaison services to TSA\'s Office of Human Capital (OHC).
  • Serving as the technical subject matter expert in the area of human resources for the MSD and Program Office components.
  • Overseeing the work of the Branch which directly impacts the efficient operations of the MSD and the Program Office.

    Supervisory duties include: coordinating and managing projects; setting priorities; assigning work; monitoring and evaluating performance; coaching and developing employees; approving leave; and taking or recommending corrective/disciplinary actions as appropriate.

Qualifications

To qualify for the SV-J Pay Band (equivalent to the GS-14/15), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying human resources principles, concepts, regulations, analytical methods and techniques to provide staffing and succession planning; and providing guidance on human capital processing (e.g., recruitment requests, classification requests, reviewing and approving vacancy announcements and lateral reassignment requests).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
