Duties

This Human Resources (HR) Specialist (Employee Benefits) position is located in the Benefits Branch, Program Office Support and Benefits Division, within the Office of Human Capital (OHC), Personnel Services Directorate, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be serving as a senior Benefits Specialist and primary point of contact for Office of Personnel Management (OPM) and the DHS headquarters Benefit Officer. Typical duties include, but are not limited to:

  • Researching and analyzing retirement and benefits laws, regulations and OPM guidelines to address employee, management, and Congressional inquiries regarding complex and escalated issues.
  • Preparing Federal Erroneous Retirement Coverage Corrections Act (FERCCA) packages and corrections; counseling impacted employees and providing options and recommendations.
  • Serving as retirement counselor for employees, including Federal Air Marshals (FAMS) and Criminal Investigators covered under the special retirement provisions, as well as Senior Executives.
  • Researching and resolving escalated benefit and retirement cases to include complex military buy back cases.
  • Reviewing drafts of DHS, TSA, and OPM policies and providing input and recommending changes.
  • Identifying new training requirements, and developing training and educational materials.
  • Reviewing, interpreting, and distributing informative material regarding new, changed, and emerging policy changes that impact existing benefit program entitlements.
  • Participating in workgroups, Integrated Project Teams (IPT), and high level meetings.
  • Mentoring and coaching junior staff and providing internal training.
  • Auditing contractor performance related to processing of benefits and retirement related personnel transactions.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band H) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band, (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities required to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying Federal laws, regulations and OPM guidelines related to employee benefits and retirements (e.g., Title 5 U.S.C., Title 5 CFR, Federal Erroneous Retirement Coverage Corrections Act [FERCCA]) in order to respond to inquiries and to provide guidance in complex cases.

To qualify for the SV-I Pay Band, (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities required to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying Federal laws, regulations and OPM guidelines related to employee benefits and retirements (e.g., Title 5 U.S.C., Title 5 CFR, Federal Erroneous Retirement Coverage Corrections Act [FERCCA]) in order to respond to inquiries and escalated issues, and provide guidance in complex cases; and experience in law enforcement officer retirement system and benefits.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
