Duties

This Program Analyst position is located in the Program Initiatives Branch, Program Management Division, Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for leading project/program cross-functional teams in the establishment and implementation of the contracting/acquisition life-cycle. Typical assignments will include but are not limited to:

  • Performing activities to support TSA\'s security mission such as contract/procurement actions, rulemaking/policy documents, privacy impact assessments, program documents and standard operating procedures; establishment of Integrated Project Teams (IPTs); technical/business requirements gathering and development; and internal/external stakeholder engagement.
  • Managing the DHS IT acquisition requirements program and the TSA vetting/credentialing program, including contract/contractor oversight, project/program risk management, briefing internal/external stakeholders, financial/budget management, spendplan development, and Office of Management and Budget (OMB300) reporting.
  • Serving as a subject matter expert related to contract/procurement program activities, including providing analysis and evaluation of contracting/procurement matters; reviewing, evaluating, and providing specific guidance concerning contracting policies and procedures relative to Division activities.
  • Maintaining oversight of contract/procurement matters to ensure the effective use of internal controls; recommending change when gaps are identified.
  • Conducting TSA vetting/credentialing compliance reviews to determine the effective and efficient use of resources such as determining the need for standard operating procedures, and the need for cross-functional policies to address gaps in project/program initiatives.
  • Providing advice and guidance on contracting/procurement matters to personnel including acquisition policy, evaluation methods, contracting oversight, procedures and controls.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience includes applying analytical and evaluative methods and techniques to conduct complex analyses and studies to evaluate the effectiveness of multiple projects and programs and recommending modifications and improvements to program goals and objectives; and applying knowledge of business requirements gathering, analysis, and documentation to lead analysis sessions with stakeholders and to analyze business scenarios.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. no additional credit is given for overtime. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
