Master Transportation Security Officer - Coordination Center Officer - Transportation Security Administration - Billings, Montana - EXPIRED

If selected for this position, you will serve as a Master Transportation Security Officer-Coordination Center Officer (MTSO-CCO) within the Coordination Center (CC) for the Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will use practical judgment when performing work in support of the Coordination Center. Duties include but are not limited to:

• Gathering, analyzing, and evaluating a variety of data from available sources to make risk/threat assessments and to identify inter-relationships including those that relate to the affected modes of transportation.
• Ensuring that superiors are aware of ongoing activities and recognizing when to call their attention to important new information which may require further examination or action.
• Responding to critical security incidents and applying standard operating procedures designed to minimize loss of life and damage to property and other resources.
• Referring incidents outside of normal standard operating procedures to the appropriate staff member for resolution.
• Assisting senior employees or supervisors in preparing reports and briefings for superiors on issues related to significant security incidents such as bomb threats, on-board disturbances, security access control events, airport screening operations, airport statistical data, and inspection and law enforcement activities.
• Maintaining working relationships with other related entities throughout TSA including headquarters and other airport operations.
• Assisting in the coordination and distribution of communications and special operations events which include, but are not limited to, screening tests, media events, screening exemptions, and special events screening.
• Receiving calls from other TSA entities, airlines, airport authorities, Federal, state, and local agencies. The purpose and extent of each contact may be different requiring the identification of the role and authority of the party and determination of the best resource for response. Calls which cannot be addressed are referred to the appropriate personnel for resolution.
• Participating as a team member to assist in the planning, development and coordination of portions of the Continuity of Operations Program (COOP) for airport operations.
• Assisting in the evaluation of crisis management plans in support of the continuation of essential functions and key personnel, vital records/data, logistics, and telecommunications support.
• Assisting in COOP emergency operations which may involve natural disasters, military or terrorist attacks, technological emergencies, or other emergencies that may seriously degrade or threaten the national security of the United States.
• Initiating equipment work orders and maintaining a log for operational and non-operational security screening equipment, per local leadership requirements.

To qualify for the SV-F Pay Band (equivalent to GS-9), you must have one year of specialized experience equivalent to at least the SV-E Pay Band or GS-7/8 in the Federal service or equivalent experience in the private sector. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position.For this position, specialized experience includes:

• one year of journeyman level aviation security screening work performed at least at the SV-E Pay Band level which includes performing screener duties under general supervision, referring issues that may represent changes in policy, approach, or unusual situations to the supervisor for review and decision; OR
• experience in incident and emergency communication and coordination; experience in a coordination or communication hub (e.g. fusion centers, etc.); experience assisting superiors and law enforcement officers with the reporting of incidents (e.g., providing accurate information regarding incidents, preparing clear and concise incident reports).

Note: Applicants who have performed aviation security screening duties at the SV-F Pay Band or higher will receive credit towards this position’s specialized experience requirement.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
