DUTIES:

This Training Instructor position is located in the TSA Training Center, Training Centers Division, within the Office of Training and Development (OTD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will be collaborating with members of the Academic Process Section (APS) to design, develop and evaluate law enforcement training curriculum for use at the TSA Training Center and in all of the FAMS Field Offices. Typical duties include, but are not limited to:

  • Partnering with subject matter experts and APS members to construct a quality test bank, formulating effective test questions to assess student performance and training effectiveness; coordinating and integrating methods, materials, and media.
  • Teaching classroom management and podium skills during the Instructor Development Course; participating in the instructor qualification and evaluation process; tracking student rosters, schedules classes and resources.
  • Identifying and analyzing problems; weighing relevance and accuracy of information; generating and evaluating alternative solutions; making recommendations and well-informed, effective and timely decisions, even when data are limited or solutions produce unpleasant consequences; perceives the impact and implications of decisions.
  • Producing complete, self-contained, training products (student aids, methods, lesson plans, etc.) along subject matter or functional specialty area lines for routine courses for which well-established precedents exists but must sometimes be modified to a TSA environment or specialized group of trainees.
  • Coordinating with headquarters and field entities in developing schedules for course development projects and all appropriate course documentation and training materials using instruction systems design methods. Determining resource requirements and schedules for specific training development activities.
  • Participating in and conducting special studies, briefings, and a variety of staff development activities, as assigned; participating in the assessment of other Federal agency programs as a certified assessor and in the accreditation process of internal programs nominated for consideration.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and projects or work assignments may be less complex.

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes applying knowledge of instructional design concepts (e.g., ADDIE model, job-task analysis [JTA], test question validation, curriculum reviews, and Kirkpatrick\'s four levels of evaluation); applying knowledge of the accreditation processes for training programs; and experience developing standardized and/or modified learning products (e.g., student aids and lesson plans) aligned with training objectives and organizational goals.


OR Education: Completion of a Ph.D. or equivalent doctoral degree in education or a field in or related to law enforcement; OR three full years of progressively higher level graduate education leading to such a degree or an L.L.M., if related. Please note: such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR Combining Education and Experience: Combinations of successfully completed higher level graduate education (beyond the second year) and experience may be used to meet the total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes applying detailed knowledge of instructional design concepts (e.g., ADDIE model, job-task analysis [JTA], test question validation, curriculum reviews, and Kirkpatrick\'s four levels of evaluation); managing training development activities (e.g., determining resource requirements and scheduling activities); and experience collaborating with stakeholders to design, develop, and evaluate training curricula (e.g., lesson plan development, instructor development, and teaching adult learning theories and principles).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
