This Executive Advisor position is located in the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Executive Advisor/Program Oversight and Management. You will report directly to the Assistant Administrator/Deputy Assistant Administrator (AA/DAA) and serve as his/her direct representative and management official. You will speak for the AA/DAA in planning, directing, and coordinating broad and highly complex projects that cross organizational lines and impact TSA strategic goals and operations. Typical assignments include, but are not limited to:

  • Leading high level special projects, policy studies, initiatives, and change efforts of a special and sensitive nature. Analyzing and interpreting policies, procedures, and precedents, and developing a range of alternatives for consideration of the AA/DAA that address highly complex issues.
  • Directing and coordinating other professionals in multidisciplinary studies of extraordinary importance for the Agency. Overseeing and integrating planning efforts to accomplish various phases of project requirements. Considerations often cross disciplinary lines and require effective strategic planning, definition of objectives, innovative approaches, and clear communication of roles and team expectations and requirements.
  • Conducting research on highly complex program and policy areas. Developing goals, analytical framework, and appropriate methodologies. Reviewing and approving final work products. Ensuring projects are completed in a timely manner. Utilizing a wide variety of quantitative and qualitative techniques to examine information and data which may contain gaps and are of limited reliability. Coordinating with other agencies and organizations to verify findings and prepare final reports.
  • Making presentations to the AA/DAA and providing recommendations that will serve as a definitive basis for major policy changes or rulemakings affecting key TSA strategic programs and operations. Serving as an authoritative source of information to the AA/DAA on proposals that impact broad programs and organizations.
  • Keeping current on legislative activities and DHS policy and its potential impact on key TSA strategic programs. Coordinating efforts with the Office of Legislative Affairs to respond to inquiries from Congress, other agencies, and organizations.
  • Serving as liaison for the AA/DAA with counterparts within TSA, as well as DHS and other intergovernmental committees and working groups. Attending meetings, conferences, and high level briefings and strategic policy meetings; briefing leadership regarding significant findings, developments, and results.

To qualify for the SV-K Pay Band (equivalent to the GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes work planning, directing, and carrying out long range projects, policy studies, or program analyses that involve or impact organizational issues and operations; and applying laws, rules, regulations, policies, precedents, and knowledge of government and non-government organizational relationships to provide advice and guidance on management operations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
