This Program Manager position is located in the TSA Academy, TSA Training Centers Division, within the Office of Training and Development (OTD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be serving as the Deputy Branch Manager for the TSA Academy fully sharing with the Manager responsibility for managing a staff of about 60 employees and all aspects of the TSA Academy, to ensure the workforce receives required mission critical training in the most effective, efficient, and economical way possible. Typical duties include, but are not limited to:

  • Providing leadership and direction to management, staff analysts and instructor staff, managing day to day operations of the TSA Academy, coordinating with the appropriate Federal Law Enforcement Training Center (FLETC) representative to ensure space, equipment, and logistics requirements are met to provide the appropriate learning environment to support any training program scheduled for delivery at the Academy.
  • Working with multiple internal and external stakeholders to ensure programs meet TSA\'s strategic goals. Participating in strategic planning.
  • Independently performing continuous monitoring of the effectiveness of all TSA Academy resources to include adequacy of facilities; feedback from student experience; costs incurred to ensure alignment with budgetary allocations with the goal of identifying what improvements and efficiencies will be made to accomplish program objectives and goals.
  • Communicating requirements and negotiating with FLETC representatives to secure the needed resources cost-effectively and in a timely manner to support TSA\'s training requirements. Identifying potential enhancements to training portfolios taking into consideration accreditation for courses, curriculum and the Academy.
  • Communicating with course developers to review course content and suggest new/changed approaches to course content based on objective feedback and delivery experience.
  • Overseeing the development of standard operating procedures and providing input and recommending changes to management directives.


Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying expert knowledge of management principles, concepts, regulations, practices, methods, and techniques pertaining to the management of training delivery programs and projects; applying knowledge of training policies, and requirements to manage and direct the delivery of training programs (e.g., applying innovative approaches and advanced techniques); applying knowledge of instructional systems design concepts pertaining to the delivery of technical and leadership training; AND assessing the utilization of training resources (e.g., facilities, student classroom experience, and cost efficient delivery of training) to evaluate the overall effectiveness of the training program.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
