This Program Specialist position is located in the National Resolution Center (NRC), within the Office of Human Capital (OHC), Human Capital Policy and Management Directorate, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will support NRC points of contact and TSA employees with case management, and provide guidance in support of interest-based and rights-based problem solving efforts as part of TSA\'s unitary dispute resolution system (e.g., grievance/workplace issues, alleged violations of a collective bargaining agreement (CBA), case intake, neutral assistance services). Typical assignments include but are not limited to:

  • Providing advice and guidance to NRC leadership to address diverse issues which often cross multiple functional areas.
  • Providing consultative advice, guidance, and instruction to TSA employees as part of the unitary dispute resolution system. Explaining rules and procedures to employees and advising them as to their rights, options and processes within the unitary dispute resolution system, to include alternative dispute resolution (ADR) services.
  • Supporting the resolution of complex issues, concerns, and disputes. Providing guidance on resolution processes to designated grievance officials, POCs and affected parties.
  • Communicating with a diverse TSA population, via telephone, to assist employees and management in the resolution of workplace disputes, concerns, and grievances.
  • Providing guidance to employees and management for the services of a unitary dispute resolution system to all TSA employees, including management officials through both oral and written communications.
  • Contributing to the development and continuous improvement of the NRC\'s resolution system service delivery, including program performance objectives and evaluation metrics.
  • Providing quality measures to ensure effective and efficient execution of dispute resolution system services are conducted; analyzing data base reports to track case(s) processing and identify trends; creating written reports and presentations for NRC leadership.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position and that are typically in or related to the position to be filled. Such experience includes applying grievance and appeal processes for workplace issues, disciplinary, or adverse actions; and assisting with rights-based and interest based dispute resolution program requirements and processes.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position and that are typically in or related to the position to be filled. Such experience includes applying grievance and appeal processes for workplace issues, disciplinary or adverse actions; applying the principles and practices of dispute resolution systems to evaluate the efficiency and effectiveness of assigned program operations; and providing guidance with rights-based and interest based dispute resolution program requirements and processes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
