DUTIES:

This Executive Assistant position is located in the Office of the Administrator, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the lead point-of contact for the Administrator and/or Deputy Administrator. You will be responsible for developing and maintaining the Administrator\'s and/or Deputy Administrator\'s schedule and daily briefing books. You will also ensure day-to-day action items, requests for information, and senior leadership schedules are prepared, reviewed, and completed in the most effective and efficient manner. Typical assignments include but are not limited to:

  • Serving as the key interface with high-ranking officials at the highest levels of an agency and interfacing with members of Congress, White House staff, Departmental staff, presidents of large national/international firms, nationally recognized representatives for the news media, presidents of national unions, and the general public for the purpose of representing the Administrator and/or Deputy Administrator on complex and highly sensitive agency matters.
  • Conducting extensive research and analysis requiring the incumbent to gather information from a wide variety of sources regarding matters of interest to the Administrator and/or Deputy Administrator. Reviewing and analyzing laws, regulations, policies, procedures, and past practices, as well as current issues and topics pertaining to ongoing TSA initiatives. Preparing written reports and summaries of findings for the Administrator and/or Deputy Administrator.
  • Leading and coordinating the administrative activities and functions of the office on behalf of the TSA Administrator and/or Deputy Administrator. Coordinating and facilitating logistics for international and domestic travel for the TSA Administrator and/or Deputy Administrator. Providing advice and guidance to office administrative staff regarding a wide variety of administrative policies, precedents, and procedures as well as management processes, systems, and requirements to plan and carry out the functions and program activities of the office.
  • Controlling all correspondence and documents received within the Administrator\'s Office and determining the appropriate routing, review, and approval to ensure matters are addressed consistently, in accordance with TSA policy and Management Directives, and are processed in a timely manner. Reviewing all outgoing correspondence for proper protocol, neatness, accuracy, and adherence to TSA policies and procedures.
  • Preparing special and customized reports, position papers, and briefings for the Administrator and/or Deputy Administrator on major issues which are confidential and highly sensitive and have agency-wide impact.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes interpreting and analyzing administrative policies and procedures, preparing and maintaining schedules/daily briefing books for high level executives; and working with senior leadership from a variety of internal and external organizations.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes interpreting and analyzing administrative policies and procedures, recommending improvements; managing and coordinating staff priorities across program areas; developing and maintaining schedules/daily briefing books for high level executives; and working with senior leadership from a variety of internal and external organizations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Best Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors and are highly proficient in all requirements of the job and can perform effectively in the position;

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
