This Instructional Systems Specialist position is located in the Standard and Integration Office, Office of Training and Development (OTD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be analyzing and designing, developing, implementing, and evaluating (ADDIE) new and existing training programs and new training course development for the TSA workforce; and utilizing the Kirkpatrick four-level training evaluation model to analyze training effectiveness. Typical duties include but are not limited to:

  • Providing expertise, advice, and recommendations to management regarding the processes used to analyze, design, develop, implement and evaluate both traditional and innovative education and training systems; creating performance improvement interventions to include interactive media and courseware.
  • Developing innovative instructional processes and interventions to solve performance problems; researching and developing new programs in web-based or other digital delivery formats; and assisting in procuring, developing, and evaluating interactive courseware and other tools necessary for the implementation of the ADDIE process. Interpreting and assisting in the development of instructional policy as required.
  • Creating and monitoring training plans and timeliness in a multi-disciplinary structured environment, and obtaining cooperation from multiple senior managers and staff for successful project completion.
  • Conducting analysis of training requests to verify identified training needs; identifying and analyzing possible training solutions; and recommending and developing effective solutions to performance problems.
  • Collaborating with Subject Matter Experts (SMEs) on various training development projects where specific technical knowledge is necessary.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (Pay Band H) performs the same duties but will receive more guidance and projects or work assignments may be less complex.

Basic Education Requirements: You must have a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.


You must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. In addition to the basic educational requirements as stated above, you must meet the following specialized experience requirements.

For the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes utilizing instructional systems and performance technology, including areas of training needs analysis, instructional design, and creation of innovative learning materials.

For the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes utilizing instructional systems and performance technology, including areas of training needs analysis, instructional design, and creation of innovative learning materials; analyzing, designing, developing, implementing, and evaluating (ADDIE) new and existing training programs and new training course development; utilizing Kirkpatrick four-level training evaluation model to analyze training effectiveness; communicating with subject matter experts relating to policy development and program responsibilities.



National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
